
Taulant Muka, a scientist and activist known for transparency in education and scientific research, has filed a lawsuit with the Administrative Court of First Instance in Tirana against the Commissioner for the Right to Information and Personal Data Protection. The case relates to the failure to provide public information by the College of Europe, Tirana campus.
In his lawsuit, Muka says that on March 23, 2025, he requested documentation on the construction permit for the College of Europe campus, the contracts for the use of public buildings and dormitories. After receiving no response, he turned to the Commissioner, who on April 25 decided not to examine the case on the grounds that the College of Europe is not a public authority under Albanian law.
Muka opposes this position, emphasizing that the institution in question benefits from public property, is funded by the European Commission and collaborates with public universities in Albania, which according to him qualifies it as a subject that should be subject to the law on the right to information.
The College of Europe campus in Tirana is being built with Albanian public funds, which are believed to have been originally earmarked for the construction of the University of Tirana campus. While work on the new campus has begun, transparency has been sought on ownership and related contracts. Currently, the College of Europe operates within the premises of the University of Tirana and uses buildings that previously served as dormitories for students of this university. Furthermore, the degrees issued by this institution compete directly with those of the University of Tirana, raising questions about equality of treatment and the impact on public education.
Muka requests that the court force the College of Europe to publish the requested documents and recognize the violation of his constitutional right to public information.
