English Justice Minister Alex Chalk has admitted he is disappointed at the cost to British taxpayers of housing foreign prisoners.

Britain will pay £47,000 a year for each prisoner to transfer them to their countries of origin.

In an interview with The Telegraph, Chalk said he had already reached a deal with Albania to transfer 200 of its most dangerous criminals, who are serving four years or more in British prisons, to serve out the remainder of their sentences. their punishment in their country.

Albanians make up 13 percent of all foreign criminals in UK prisons, the largest proportion, with 1,323 currently incarcerated. Chalk revealed that the first deportee under the scheme was a dangerous drug smuggler sentenced to 17 years in prison.

The first transferee is Albanian trafficker  Neritan Kolludra , convicted by a London court in 2017, for cocaine trafficking. For several weeks, Kolludra has been serving out his remaining years in a high-security prison in South-Eastern Albania.

In the decision of the immigration appeal court in London, it is said that the secretary of state on June 7, 2021 decided to deport him to Albania with the argument that he poses a threat to security interests in Great Britain.

"Your deportation at this moment has been taken into consideration by the Directorate of Prisons and Probation Service, as you have been identified as a suitable person, to whom transfer to Albania can be applied to serve the remainder of the sentence".

Neritan Kolludra appealed the decision to transfer him to an Albanian prison, arguing that this would separate him from his wife and children, who are monthly visitors to the English prison where he is held. But judge Mark Blundell did not accept Neritan Kollundra's appeal, paving the way for his transfer to an Albanian prison.

The agreement on the transfer of prisoners between England and Albania, signed in London by minister Ulsi Manja and his British counterpart Alex Chalk, provides that Albanian prisoners in the island state can voluntarily apply for transfer.

Another clause in the agreement gives the right to the English Ministry of Justice to transfer to Albania, even without consent, prisoners whom it wants to remove from English prisons to Albanian ones.

Currently, over 1,500 Albanians are serving various sentences in English prisons, among them 17 convicted of murder with life imprisonment. So far, 80 Albanian prisoners serving sentences of more than four years have applied to be transferred.
