
Following the investigative actions, it was found that a Cobalt Therapy Apparatus was installed in the Oncology Hospital at QSUNT for the treatment of patients diagnosed with tumor diseases and especially skin cancer diseases.
The Prosecutor's Office of Tirana revealed the abusive scheme of transferring patients from Oncology to private hospitals for profit purposes, while security measures were provided for 7 doctors and specialists.
According to the Prosecutor's Office, these persons, in cooperation with each other, misused their duties, since instead of providing services to patients with tumor diseases, they did the opposite, directing them to private hospitals for the purpose of economic gain.
Based on proactive actions including wiretapping, field observations, simulated purchases, as well as open investigative actions, they discovered cases of various patients who were not given proper medical treatment and were directed to private clinics.
Pharmacies are also included in the abusive scheme. The prosecution has also documented cases of the purchase of drugs of considerable value for chemotherapy from the pharmacy which sold these drugs without the fiscal stamp and with a broken code, creating doubts about the authenticity of these drugs.
Also, following the investigative actions, it was found that a Cobalt Therapy Apparatus was installed in the Oncology Hospital at QSUNT for the treatment of patients diagnosed with tumor diseases and especially skin cancer diseases.
"The prosecutor's office at the first instance court in Tirana requested security measures for seven doctors and specialists of the University Hospital Center under the charge of the criminal offense of 'Abuse of Duty'.
In cooperation with each other, doctors, specialists and the hospital administrator referred patients diagnosed with tumor diseases to private clinics for profit purposes, not offering them the services at the Oncology hospital at QSUNT.
After the successful completion of the "Route" operation, in which 16 citizens were detained during the seizure of drugs from detained persons, it was discovered that some of the drugs are medications for hospital use, specifically in the Oncology department.
Further investigative actions in cooperation with the Economic and Financial Crime War Section at DVP Tirana, as well as proactive actions including telephone interceptions, field observations, simulated purchases, as well as open investigative actions, revealed the cases of various patients , who were not given proper medical treatment and were directed to private clinics.
In the same way, the Prosecutor's Office was able to document cases of the purchase of drugs of considerable value for chemotherapy from the pharmacy, which were selling these drugs without the tax stamp and with a broken code, creating doubts about the authenticity of these drugs.
Also, following the investigative actions, it was found that a Cobalt Therapy Apparatus was installed in the Oncology Hospital at QSUNT for the treatment of patients diagnosed with tumor diseases and especially skin cancer diseases.
In order to use Cobalto Therapy, an anti-radioactive or anti-atomic bunker must be created under the conditions approved and presented by the Vienna Atomic Agency or the International Agency called IEAHEA. The investigations revealed that this bunker was not only not created, but the apparatus was placed outside the technical conditions.
Since 2021, when this device arrived in Albania and until today, it has not only not been used, but has been left in inappropriate conditions, becoming a source of danger to the medical personnel themselves as a result of the possible radiation emitted by this device.
In the framework of this operation, the security measures "House arrest" and obligation to appear for:
1. Edmond Gashi (Doctor at the Oncology Hospital in QSUNT) accused of the criminal offense of "Abuse of duty" provided by Article 248 of the Penal Code with the security measure "House Arrest" provided by Article 237 of the Code of Criminal Procedure.
2. Emiljano Lela (Coordinator at the Oncology Hospital at QSUNT) accused of the criminal offense of "Abuse of duty" provided by Article 248 of the Criminal Code with the security measure "Compulsion to Appear" provided by Article 234 of the Code of Criminal Procedure.
3. Alketa Ymeri (Pere) (Doctor at the Oncology Hospital in QSUNT) accused of the criminal offense of "Abuse of duty" provided by Article 248 of the Criminal Code with the security measure "Compulsion to Appear" provided by Article 234 of the Code of Criminal Procedure.
4. Brikena Qirjazi (Deputy Director at QSUNT charged with duties for the oncology service) accused of the criminal offense of "Abuse of duty" provided for by Article 248 of the Criminal Code with the security measure "Compulsion to Appear" provided for by Article 234 of the Criminal Procedure Code.
5. Halil Gashi accused of the criminal offense of "Concealment of income" provided by article 180/1 of the Criminal Code with the security measure "Compulsion to Appear" provided by article 234 of the Code of Criminal Procedure.
6. Florian Marku accused of the criminal offense of "Trading and transportation of contraband goods" and "Storage or storage of contraband goods" provided by articles 178 and 179 of the Penal Code.
7. The "Megis" medical clinic was seized and it was communicated that it should not exercise its activity until a second moment.
8. For the citizen Drilona Kishta, for whom the "Compulsion to Appear" security measure was imposed, accused of the criminal offense "Abuse of Duty" provided for by Article 248 of the Penal Code, the execution of the criminal decision was not carried out since this citizen was abroad and an announcement has been made at the border", the prosecutor's office announced.
