The complaint to the Commissioner for Protection from Discrimination cost Shkëlqim Beqiraj his job.
He claims that he was dismissed from his position as secretary general at Patos Municipality after raising concerns that he had faced isolation and unequal treatment in the institution.
The former Patos Municipality employee doubts that the 'lightning strike' is related to the denunciation; another blow that he says he will continue to pursue through legal channels.
"As soon as I complained, I was fired from my job by the mayor, whom I also complained about and will continue to seek moral compensation. Being thrown into the middle of the four streets without a cause, without a reason, normally you will feel stress... you see people's looks. But in addition to discrimination, there is also the lack of income, the family must be supported", said the former secretary general of the Patos municipality.
This saga of difficulties for Shkëlqimin began after he was taken into custody by SPAK; he was initially suspended in March by a decision of the Special Court for abuse of office, but in September he returned to work after the security measure was lifted.
After regaining his position, Shkelqimi complained that he had been left without functions, excluded from meetings, isolated from colleagues, and with a lower salary than his subordinates.
The Commissioner against Discrimination ruled in his favor, finding that the Patos Municipality had violated the principle of the presumption of innocence, violated the dignity of the secretary general, and treated him in a discriminatory manner.
"They bypassed me from all functions, they took away my offices, the other employees wouldn't even talk to me in the hallway. No one spoke to me, no one reported to me, I wasn't notified of meetings. The chairman wouldn't accept confrontation. They couldn't tell me if I was guilty or innocent. I was prejudiced despite the fact that the process hadn't ended!", Beqiraj told TCH.
The brilliance appears unwavering in the legal battle. He calls the greatest injustice the deepening of discrimination with the dismissal, for which he has filed a lawsuit against the Patos municipality.
"Next week on the 18th I have a hearing at the Administrative Court of Lushnja for the absolute invalidity of the dismissal, since the procedure was not respected and we are in conditions of discrimination. I only ask for justice! I could not be treated in that way, when the law, even if I were guilty by the Court, the law on civil service has provided for how employment relationships are terminated. Let the law be implemented. I am convinced to continue until the end, until I win the right in every instance", concluded Beqiraj.
