Bamir Topi has spoken about the infamous law 7501, which he says destroyed properties and left the real owners with nothing.
Invited to the show "The Unexposed", Topi made an approach between this law and the acquisition of property by organized crime and the penetration of crime into the economy, especially in construction.
" It may seem out of context but I will say it. Do you know when crime finds its footing and takes the proportions it has now? Connected to politics, connected to circles in segments of the media, connected to other instruments, that can to be beyond Albania, according to me the interpretation is this, this has been created as a precursor, as a link, by politics and I am specifying it.
It is law 7501, the law of properties, drawn up by the great architect that calls for a third return. The property law has brought that the former owners were left with papers in hand and those who took possession were legalized and it is the safest property in Albania today.
Now I will give two figures. The statistics of 1938 said that Albania had 369 thousand hectares of private property. While in the structure of the population, with property, only 11% of the population was without property. Then there were small, medium, large owners and latifondistas. From the year 45' to 91', plus 371 thousand hectares of land were benefited, which were included in the land cadastral record. So, in 1991 we had 740 thousand hectares of land. The owners were not dealt with, a part went away, they were not given the opportunity to take the other part that was in the possession of the state and be compensated, this was not done either. I will even consider it cynicism and meanness that who was prime minister? The one who had made a mess with 7501 with the owners, introduces us to the Albania 1 euro theory. Where does it say? In the preferential part, where elite tourism is today. This other one is coming for strategic investments. In the end, what did this produce? He who has invested a certain amount of money, legally or illegally, if he did not agree with the prime minister, does not get the status of a strategic investor. In the end, when he does this well, he brings into play all the influence, economic, political and in many other elements, he makes the crime penetrate in his way.
Second, the weakening of the state, the intervention in the state infrastructure, in the police, in the security bodies, of uncertified people, because they have come to us... Then, where is the security? Where do we have this kind of security? ", Topi said among other things.
