In June, while most coastal towns are welcoming tourists, Ulcinj is still struggling to raise its shutters. The former mayor of Ulcinj and local leader of the URA Civic Movement, Omer Bajraktari, emphatically declares: “It has never been worse since Montenegro’s independence.”

According to him, the municipal and road infrastructure are unprepared, while preparations for the summer season have failed in almost every way. He blames both the local and central governments, emphasizing that lack of investment, abuse of administration and politicization have left Ulcinj in a state of disarray.

"Everything is left to the old memories of tourists; there is no plan, no organization. The situation with Mohamed Alabar cannot be an excuse," Bajraktari emphasizes.

The beach scandal and Alabar's departure

Billionaire Alabar's company, which had won the right to manage 9 beaches through a tender, has announced the resignation of 7 of them. Now, they are expected to be transferred back to the previous concessionaires, but with bank guarantees that were initially assumed by Alabar. The situation has left many beaches without clear contracts, without equipment, without minimal hygiene.

Ulcinj without a tourism vision; the city at the mercy of fate

Gani Resulbegović, owner of the "Palata Venecia" hotel, harshly criticizes the authorities:

"Destroyed roads, lack of labor, lack of flights, and a tourism that is collapsing on its own - while Ulcinj has all the conditions to be a national and regional leader."

He adds that no serious promotional activity has been carried out by the Municipality, and that even the old area of ​​the city, with great cultural potential, remains undeveloped due to lack of access and investment.

Even the most modern hotels like "Olea", which employ dozens of locals and pay taxes regularly, complain about the lack of functional sewage systems, damaged water supply, and high fees for services that are not provided.

"The water has no pressure, the sewage system is unfinished, and we don't even have a garbage container, while they charge us exorbitant fees," writes the executive director of the Olea hotel, Jovica Franeta.

Local authorities justify themselves: "We have activities..."

The Director of the Ulcinj Tourist Organization, Ćazim Hodžić, says that events such as “Maj Fest”, concerts by Era Istrefi and Amadeus Band have been organized, and that tour operators from Belgium, Germany and Kosovo have been hosted. However, he admits that there have been no regular meetings with tour operators and that a meeting is planned before the start of the season to coordinate activities.

Ulcinj, the city with the greatest tourist potential in Montenegro, is facing institutional collapse and deliberate neglect. In an area with an Albanian majority, the lack of investment and the departure of strategic partners like Alabar risk turning the city into a failed seasonal destination./ Pamphlet
