Journalist Klodiana Lala provided new details about the Dobraçi massacre, which occurred in October 2024 in Shkodra, where Hamza Lici and Arlind Bushati were killed and Flutura and Bashkim Basha were fatally injured.
Invited to the show "The Unexposed", she said that prosecutors have strong evidence to clear it up by listing the video footage of the vehicle used, a cell phone found in Astmer Bilal's cell.
" For the Dobraçi massacre in Shkodër on October 30, 2024 in Shkodër, where Hamza Lici and Arlind Bushati were killed and Flutura and Bashkim Basha were fatally injured, only one person has been officially arrested, he is Xhulio Vuksani. He was arrested in November for indirect connection to the massacre. He was presented for security purposes but we did not connect him to this event. Xhulio Vuksani together with another citizen whose name I am not making public as he is still wanted. The car that was used in the incident was documented as stolen by Xhulio Vuksani. He traveled with Arlind Bushati to Montenegro and this remains the connection between them.
As for Izmir Sakica and Samuel Troshani, they were wanted by the police for the massacre, because after it, Izmir Sakica was wiretapped saying that "I removed the hard drive" and the investigation group has strong suspicions that Sakica's group organized the massacre. Yesterday they surrendered for another event, in June 2025, where Sakica and Troshani and several others raped citizen Vladimir Bruçi. These two also resulted in an event in Rranxë i Bushati where they exchanged fire with the Prendi brothers, where citizen Safet Bajri was also present.
Investigators are very close to solving the Dobraç massacre because they have two main elements; the executioner's car and the one that came out of the alley of Astmer Bilali's house, considered the right wing of Bajra and in conflict with the Licët. The second massacre results from being organized in the months of September-October because Astmer Bilali had frequent communications in prison and evidence for the massacre was found in his cell, such as the discovery of a cell phone. I also suspect a character who survived a massacre in the former Bllok who is involved.
"The late Hamza Lici was shot with 17 bullets in the body, while the other victim of the assassination, Arlind Bushati, was shot with one bullet in the head, and this is the question mark of the Dobraç massacre ," said Lala.
