On Dora d'Istria street, near the entrance to the Lake Park, where the building of the State Cadastre Agency is located, a high multi-storey tower will soon be built. The building and the land around it are state property, but the tower will be built by private individuals. The mechanism was found by the Ministry of Economy with the blessing of the government.
At the last meeting, the Council of Ministers approved a decision proposed by Blendi Gonxhja, which paves the way for the serial alienation of state lands and the massive concretization of Tirana, introducing the government directly into the construction sector. That of the Cadastre is just one of the properties. Decision number 328 transfers about 200 thousand square meters of state land to the Albanian Investment Corporation and authorizes the latter to enter into development agreements with private builders.
"The Albanian Investment Corporation, or entities created by it, is authorized to open competitive selection procedures and negotiate with private or public entities for concluding an agreement/contract for the development of properties transferred to ownership or for which there is a development authorization, in function of the realization of investment projects," the decision reads.
Like private landowners, the Investment Corporation will enter into agreements with developers to develop these properties. The share that will benefit the state in construction area or monetary value, depending on the development procedure, will be determined through competition. But which property is transferred by government decision?
It is about the buildings and lands of a number of state institutions from the Lake area, Zogu i Black, Paris Municipality and the coveted suburb of Tirana. According to the decision, the Corporation will receive the properties of the Institute of Technological Studies in Construction, those of the National Water and Sewerage Agency, the State Cadastre Agency at the Lake, the Tax Directorate, the Civil Aviation Authority and a number of other institutions.

"In function of the development of the properties defined in this decision, in accordance with the relevant legal provisions for the planning and development of the territory, the Albanian Investment Corporation is authorized to proceed with the demolition of the buildings, part of the properties," the government decision states. Three months ago, the government approved a special decision, which opened the way for this scheme, while a few weeks ago it also approved the legal mechanism for the demolition of state buildings.
However, this is only the first tranche of the transfer of state lands to private individuals for the construction of buildings and includes 200,000 square meters. But the scheme is much bigger than that.
The Albanian Investment Corporation has launched a special project called the Government Property Development Project. The details of the project are kept secret, but it envisages the construction of multi-story towers everywhere in the buildings of Tirana's state institutions.
