
In Albania, the Special Prosecutor's Office against organized crime and corruption announced today that the Court had accepted its request for the sequestration of the company that controls the Tirana incinerator. According to the prosecution, the two entrepreneurs Klodian Zoto and Mirel Mërtiri, involved in the construction of two other similar plants for waste treatment, in Elbasan and Fier, turn out to be the "de facto" owners of the company "Integrated Energy BV SPV" sh .pk, which won the concession contract "Construction of landfill, incinerator and rehabilitation of existing storage sites, Tirana", and are the "de facto" owners of its parent company, established in the Netherlands, "Integrated Energy BV", amended on then under the name "Geogenix BV".
The special prosecution declares that "from the evidence obtained during the investigation, it has emerged that Zoto and Mërtiri have used other persons and companies to hide their tracks as the real owners of the concession company "Integrated Energy BV SPV" sh.pk" explaining that "it has been proven that Zoto and Mërtiri are the people who guided and made the decisions regarding the concession company "Integrated Energy BV SPV" sh.pk and the parent company in Holland with the previous name "Integrated Energy BV", currently "Geogenix BV".
According to the prosecutor's office, the two entrepreneurs also benefited from nearly 4 million euros using falsified tax invoices. "Citizen Klodian Zoto presented himself and declared falsified invoices for works performed through his other company "Integrated Energy Services" sh.pk, as a subcontractor of the concessionaire company "Integrated Energy BVSPV" sh.pk At the time of issuing these invoices falsified, it is proven that the "de facto" shareholders were citizens Zoto and Mërtiri".
In today's announcement, the Prosecutor's Office informs that an area of 611 m2 with a value of 1 million euros, which is in the name of the company "FMO", has been placed in preventive seizure. According to the prosecutor's office, "it has been established that citizens Klodian Zoto and Mirel Mërtiri indirectly own the company "FMO" sh.pk", and that the purchase of property on behalf of this company was realized through income obtained from illegal benefits.
The contract for the construction of the capital's waste treatment plant, with an estimated investment cost of 128 million euros (without VAT), was signed by the company "Integrated Energy BVSPV" sh.pk and the Ministry of Environment, in 2017. But still today of this day, the incinerator has not been built. This contract has been at the center of many public and political accusations. The opposition has pointed the finger, among other things, at the current head of the Municipality of Tirana, Erion Veliaj.
Sequestration is the first act undertaken by justice in the case of Tirana, while for Elbasan and Fier, the investigations have been closed and the cases are nearing completion and in the special court of first instance.
Also, the fact that the citizens Klodian Zoto and Mirel Mërtiri indirectly own the company "FMO" sh.pk was evidenced from the investigation. Evidence was gathered that these citizens, using the illegal profits, bought on behalf of the entity "FMO" sh.pk , a real estate, with an area of 611 m2, worth 1,000,000 Euros, located in the city of Durrës./ VOA
