The immigrant vote is at risk of failure unless changes are made to the Election Code to give the postal service more time to send and return the ballot envelope.
Chief Commissioner Ilirjan Celibashi, after the meeting with some postal operators, has informed the political parties that with the current deadlines, the vote of the immigrants will not be able to come to the CEC within the maximum deadline, which is the voting day. Beyond this limit, each ballot envelope is classified under the conditions of invalidity: "As you know, the deadlines for registration of electoral subjects and candidates, together with the time for the production of ballot papers, date about 10-12 days before the election date. All operators, including the public one, estimate that it is impossible to send ballots abroad and return them to Albania in a shorter time than 30-45 days".
Ballots cannot be transported by regular mail, but only by registered mail equipped with a "barcode" that can be tracked. So far, there has been no answer to resolve this impasse, which could deny Albanians living abroad the right to elect members of the 2025 Parliament.
This process, which can be applied for the first time next year, has not yet received the final seal from the CEC, as members of the Regulatory Commission raised several questions related to the validity of identification documents.
Besides the vote of immigrants, another challenge for Commissioner Celibashi is electronic voting. While the majority wants this technology to be implemented in Tirana, Durrës and Elbasan in the next parliaments, the democrats want the opposite. In the opinion sent to the CEC, the Democratic Party requests the implementation of voting in all of Albania, as, according to it, there are opportunities for interference in the electronic system. /A2CNN
