A total of 600 people can gain freedom from prison cells, while hundreds of others will benefit from a break in the trial or criminal investigation, thanks to the law on "granting amnesty" prepared by the Ministry of Justice.
The draft of this law, a copy of which was provided by A2 CNN, has been forwarded to the Prisons, Prosecutions and Probation Service, as interest groups, and will then be forwarded to the Assembly for approval.
The draft envisages the exemption from prison sentence, fine or the alternative, of persons convicted by a final decision for minor criminal offenses, for sentences given until June 30, 2016.
Thus, men sentenced to up to 3 years in prison and women sentenced to 4 years in prison gain freedom from prison, regardless of the remaining time of the sentence. The male convicts also leave the cell, until the date of entry into force of the law, they have not served up to 3 years of imprisonment and likewise, the women who have not served up to 4 years of imprisonment.
According to the draft, even female convicts who, on the date of entry into force of the law, are equal to or over the age of 50, as well as men equal to or over 65 years of age, will enjoy their freedom. But not every convict who meets these time criteria benefits from amnesty.
In article 4 of the draft law, the prohibitive criteria are listed, which exclude from the benefit all those convicted of serious crimes, including murder, terrorism, or sexual crimes. Convicted persons, or persons under investigation for electoral crimes, for gambling, as well as persons who have hid from justice, are also excluded.
After passing through the Parliament, where it requires 84 votes in favor, the law "granting amnesty" is expected to begin its effects 15 days after publication in the official gazette. / A2 CNN
