The most recent scandal happened in the Municipality of Tirana, as the latter added a fund of 600 million lek (5.6 million euros) to pay for the incinerator of Tirana.

The municipality says in relation that the company has warned about the interruption of the waste disposal service, in case of non-payment of obligations. As a result, it is necessary for the Municipality of Tirana to cover the obligations for this contract from its own income by providing the necessary fund until the end of 2023.
According to the tables that accompany the decision and detail the redistribution of budget funds, the additional amount for the item "Expenses for the construction of the Landfill, the incinerator and the rehabilitation of the existing landfills in Tirana and the production of electricity" is 600 million lek, or about 5.6 million euros.
" With the letter No. Prot 14743/1 dated 04.09.2023, the Ministry of Finance and Economy has recommended taking immediate measures for the settlement of arrears and future obligations for this contract, by the Municipality of Tirana and that "At the moment of financial difficulties (documented/legally verified) by the Municipality of Tirana, the Contracting Authority (MIE) is responsible for guaranteeing the funds for making payments through the allocation of the budget for the Municipality of Tirana".
Referring to the above and in the emergency conditions, in the face of the announcement by the company about the termination of the waste disposal service, in case of non-payment of obligations, it is necessary for the Municipality of Tirana to cover the obligations for this contract from its own income by anticipated the necessary fund, until the end of 2023.
In continuation of this letter, the General Directorate of Public Works with the letter No.Prot 30940 dated 07.09.2023 has addressed to the General Directorate of Financial Management for the respective forecasts in the budget according to the calculations for the necessary fund", the report states .
