In the first part of the podcast "Te Pashoq" on the Youtube channel of "Pamphlet", the lawyer, Arben Llangozi, was invited, who spoke about some of his reports to SPAK.
Llangozi showed details of his report to the former Minister of Health, Ogerat Manastirliu, regarding the sterilization affair. According to him, Manastirliu has caused 10 million euros to the state budget by changing the contract.
Furthermore, the lawyer added that he made another report about hemodialysis, where according to him, more than 40 people and 30 subjects were reported.
Excerpts from the Interview:
You have made a recent report to SPAK, what is it about?
Llangozi : I have filed a report against Mrs. Manastirliu, who is rightfully implicated in the sterilization concession for the reason that, in 2018, when she became the head of the Ministry of Health, she changed the value of the contract and with an amendment she has made has brought damage to Albanian taxpayers in the amount of about 10 million euros. In my knowledge of this report, it was asked in what capacity I do not know, because I have done the task and it is not that I have followed what SPAK has decided.
But I know that he was called and asked about this affair. It has also been broadcast in various media, but with what I have seen, I don't think that SPAK will favor it, because it is directly implicated in an affair. If Beqaj is accused of abuse of office, I say with full conviction that she is involved in a corrupt affair. Because you cause damage of around 10 million euros with an amendment, to change the contract, they think that it is involved in corruption and for this SPAK, I think they will investigate it.
In your report, who are involved, who are the persons implicated
Llangozi : Ms. Manastirliu, the general secretary, Mr. Mahmuhasa and two other directors are implicated in connection with the report I made about sterilization. Then there is another report regarding some other public procurements which are a number of, about 40 people reported, starting from the beneficiary entity Megafarma, a number of other entities that have been implicated, there are about 30 entities that with the money of the Albanian state, they commit criminal acts, money laundering and currently this matter is under investigation and all the income received from our state is transferred elsewhere. In the case of hemodialysis, I have made a report where, as I said, about 40 people are accused and from what I have seen, Beqaj has concluded, as you said, a contract with an entity that did not exist at the time of the initiation of public prosecution procedures.
