With internal signals, but especially with the encouragement of international partners, the State Police has begun to crack down on criminal call-center networks in Tirana, networks that extort tens of millions of euros per month from European citizens through fraud. There is no doubt that cells up to call-center organizations with hundreds of operators have always operated under the protection and guarantees of certain segments within the police, in return for a monthly fee that varies from 5 thousand euros to 50 thousand euros depending on the number of operators.
Almost all the invisible or partially exposed call center bosses, skilled operators and law enforcement agency people, sometimes under their breath and sometimes out loud, chant a name as the connecting link, as the shield and as the 'Tano Karidi' of the call centers in the State Police. We are talking about Neritan Nallbatin, the man who has survived all the moves, departures and changes in the Police.
Neritan Nallbati is known as the shield of the call-center fraud empire in Tirana, as the hand that hides behind selective attacks, intrigues, debunkings and double-dealing. After graduating as a music teacher in Elbasan, Nallbati took a 'poplar' course at the Ministry of Interior, catapulting himself into the State Police.
Without proper education and without any connection to the police, but with the right connections, Nallbati has a career as dark as it is incredible in the State Police, overcoming even the symbols of betrayal within the police during the government of Sali Berisha. For more than three years, which coincides with the 'bloom' of call centers, Neritan Nallbati has held the position of Director of the Department for Criminal Police, in the General Directorate of the State Police.

Accused of being a protector of cocaine routes in Fier, Elbasan, Durrës and Tirana, as the hand of criminal groups in the State Police, Nallbati was expelled from the police in 2003 for links to organized crime, but he returned very quickly, continuing his catapult to key positions. There are allegations that criminal groups paid 7 million euros for his return to the police, in leadership positions.
Neritan Nallbati's declared wealth is hundreds of thousands of euros, while the camouflaged wealth is suspected to be worth tens of millions of euros. To justify the multiplication of the declared wealth, Nallbati has given tens of thousands of euros with interest, a criminal offense which he himself declared to the HIDAKPKI.
Despite the saga of criminal charges, hidden wealth, usury money and lack of education, Neritan Nallbati easily passed the police vetting. The 70-page decision to confirm Nallbati in office is as ridiculous as it is corrupt, it is as false as it is criminal. The decision should be administered by SPAK as another incriminating evidence.
We recall that Neritan Nallbati is under investigation by SPAK, based on evidence that emerged from the SKY-ECC file, which confirms connections with exponents and criminal groups, and in August 2024, SPAK signed an arrest warrant for him, but the warrant was canceled. According to the phone records of the SKY-ECC file, the Director of the Criminal Police, Neritan Nallbati, has had many contacts with organized crime leaders, including Ben Qimen of Fier, Trifon of "Bana-King", Talo Çela, Sokol Sanxhaktari, the Çopja and Çapja gangs in Elbasan, etc.
Reports from security agencies say that from October 2013 to April 2015, when Neritan Nallbati was Director in Elbasan, 28 operations by the police, anti-trafficking, "RENEA" and "Shqiponja" forces have "failed", failing to arrest gang leaders and members in this city. There is ample evidence that proves that Neritan Nallbati collaborated with criminal groups when he was Police Director in Fier, Berat and Durrës, especially in Durrës, where he allowed trafficking and smuggling in the Sea Port.
Neritan Nallbati is also suspected of having fallen into the American DEA's net by being caught in wiretaps together with a group of cocaine traffickers in Frakull, Fier. Confidential sources indicate that Nallbati was caught exchanging phone calls and messages with the leaders of the "Frakulla" group. /Pamphlet
