Every time the police raid a call center, they avoid the most pressing question. Why isn't "Pegasus Communications" affected? The documents show that the company is active, that Olsi Rama, the prime minister's brother, is a 35% partner, that Amant Josifi also appears in the founding and ownership history, and that the company has also been subject to action by the tax administration. In any normal country, these would be enough for an in-depth investigation. In Albania, not.
On Monday, the Cybercrime Sector of the Tirana Police cracked down on the illegal activity of two call centers, after a two-year investigation in cooperation with partner structures in Germany and Austria. But every time the police crack down on ordinary call centers, the question arises as to why “Pegasus Communications” is not affected, a company that appears active, with 35% of the shares in the name of Olsi Rama and with an ownership history that also includes Amant Josifi. The documents also show that there was also action by the tax administration against this company.
The Cybercrime Sector of the Tirana Police raided two call centers this week, following a two-year investigation with partners from Germany and Austria. As usual, the police acted where pressure from foreign partners left no room for silence.
But, as always, the operation left out the most serious question: Why isn't Pegasus Communications affected?
The documents before us leave no room for ambiguity. “Pegasus Communications” appears active. The current owners include Klajdi Oshafi with 65% and Olsi Rama with 35%. So, this is not an anonymous name. This is the brother of Prime Minister Edi Rama.
The history of this company is even more complicated. The deed of incorporation dated May 20, 2014 lists Endri Meksi, Olsi Ramë and Amant Josif as founding partners. So, in the company's origins, the name of Amant Josif, a wanted person and fugitive in Dubai, also appears. This is not an interpretation. This is written in the document.
So, we have an active company, with current partner Olsi Rama and a history of ownership that includes Amant Josifi. That alone would be enough for any normal institution to sound the alarm. But in Albania, that's not how it happens. In Albania, whenever the government gets in the way, the law stops at the door.
The documents reveal another strong fact. On 11.08.2021, request no. 9125 prot. was filed, coming from the Directorate of Collection of Unpaid Tax Liabilities of the Central Region, for the imposition of a precautionary measure on the taxpayer “Pegasus Communications”. So, the company does not only come out with a serious ownership history. It also comes out with traces of a problem registered with the tax administration.
The question now is simple: What more does the Albanian state need to act?
We have active companies.
We have Olsi Rama's name as a partner with 35%.
We have Amant Josif in the founding and ownership history.
We have registered issues with taxes.
And yet, we have no crackdown, we have no blockage, we have no public transparency, we do not have the same standards as other entities.
This turns the story from a business issue into a pure political defense issue.
Because when the police raid ordinary call centers, but don't touch a company where the prime minister's brother appears and where a name like Amant Josifi appears in the stock history, then we don't have a rule of law. We have a state with two gates. One gate for the defenseless. One gate for the untouchables.
The police, the tax authorities and any other institution can remain silent as long as they want. But the documents are not silent. They clearly state that “Pegasus Communications” is active. They clearly state who the owners are. They clearly state who was involved in the establishment. They clearly state that there has been movement on the company by the tax administration.
And when the documents speak so clearly, the silence of the institutions becomes complicity./ Pamphlet
