The facts have shown that behind every concession project, even in strategic security sectors, which Prime Minister Edi Rama has declared as "developments with European standards", there are mafia circles and oligarchic groups of Turkish, Russian, Serbian, Arab and Chinese origin. It is no coincidence that even after the concession for the construction and operation of the Vlora International Airport (VIA), data on Russian offshore financing has emerged, infiltrated through the foreign agreement concluded by Behgjet Pacolli.
This agreement was signed on March 26, 2025, between Pacolli, on behalf of his company "MABCO Construction SA", and Bart Turtelboom, representative of the company "Delphos Securities SARL", which is a Russian finance manager, part of the "Compartment Bernina" group of companies.
Rama's silence, a silence dictated by fear
Even though the government is faced with facts showing that Pacolli has left the concession and Vlora Airport hostage to Russian circles, Prime Minister Edi Rama has not come out to clarify the scandal, which directly affects national security and the partnership with the US and NATO.
Rama's silence has also dictated the silence of the Parliament, which has approved the concession contract and paved the way for the government to give the airport to the companies "MABCO Construction SA", "YDA Insaat Sanayi Ve Ticaret Anonim Sirketi" and "2A Group".
The government's responsibility is clear: initially, Rama allowed the Turkish company to sell Pacolli 40% of the shares for only 4,450 euros. Then, Pacolli sold 47% of the shares to the Kosovar company "2A Group" for 4,700 euros, but without reflecting it in the Central Bank extract, while he took a 100 million euro loan from the Russian offshore group.
By law, any share transfer and borrowing involving concession assets such as land, buildings and usage rights must be approved by the government. But in the case of Vlora Airport, Rama has allowed Pacolli to make share sales and borrowing with dubious funds, jeopardizing control of a strategic infrastructure of the country.
Parliamentary committee "asleep" on Russian capital
To prevent Russian financial interference, Edi Rama himself created a parliamentary commission. But this commission has never met to request an investigation into the involvement of Russian capital in the Vlora Airport project.
On October 17, 2025, the Tirana Court blocked the decision-making of the Assembly of the company “Vlora International Airport-VIA”, scheduled for October 20, following a lawsuit by the partner “2A Group”, claiming a conflict of shares with Pacolli. However, this is no longer a civil matter. It is a national alarm that shows that a strategic asset, such as the country’s second international airport, could end up under the influence of Russian capital and the Albanian government is maintaining a silence that is worth more than any admission of guilt.

Ruset dhe Millosheviqi kane tentuare qe Behgjetin ta instalojne ne Kosove si drejtues ne syniminne tyre per ta mbajt nen kontroll Kosoven por ky synim serborus ne Kosove ka deshtuar. Shqiperia eshte dasht te analozoj me mire Pacollin dhe ta frenoj. Sepse Pacolli asnje investim te hajrit per Kosove nuk e ka bere kurre. Kjo sepse parate qe zoteron Pacolli jane thjesht para ruse qe komandohen nga ruset. Rama ka pergjegjesi sepse Shqiperia eshte shtet dhe ka pas gjithe mekanizmat shteteror per ta skanuar Behgjetin dhe aktiviteet e tij biznesore. Ky "naivitet" i Rames duhet te ndeshkohet, pergjegjesia eshte e Rames.
