SPAK in the Laws Committee: propaganda against crime with prosecutors linked to crime
In the Laws Committee, the head of SPAK, Altin Dumani, appeared alongside prosecutor Klodjan Braho, to show off the “achievements” in the fight against crime and corruption.
In reality, this was a display of hypocrisy. Because one of the officials who has direct ties to the underworld, proven in two cases with documents, is precisely Klodjan Braho, the prosecutor who is seeking to become the head of SPAK.
First test: traveling with the convicted trafficker
According to documents obtained by the TIMS system, on February 24, 2012, prosecutor Klodjan Braho traveled to Athens with convicted drug trafficker Bledar Gavelli (alias Ervis Gavelli), who had served 3 years in prison in Turin for international drug trafficking.
The two crossed the border in Kakavija in the car “AA 777 AT”, driven by Braho himself, slept at the “Blazer Suites” hotel and returned on February 26, 2012, this time with drug trafficker Gavelli driving the car.
Also on the trip were the Chancellor of the Court of Berat, the late Sokol Myftari, and the representative of the General Prosecutor's Office, Romir Cufe.
This trip was not declared by Braho in any decriminalization form, neither during the vetting nor now that he is running for the leadership of SPAK.
In August 2020, as a special prosecutor, Braho influenced the case that Operation Force of Law had sent to SPAK not to be investigated, removing Ervis Gavelli and his brother Leonat Gavelli, both with convictions for drug trafficking in Italy, from the list of assets under investigation.
Second evidence: brother-in-law arrested for drug trafficking in Italy
The other compromising connection is family. The brother of Klodjan Braho's wife, citizen EV, was arrested on May 26, 2011 in Italy for drug trafficking.
The Italian media reported the arrest that day with the headline "Heroine and coca in Ravenna", while his name appears clearly in official reports.
But Braho did not declare this fact in the decriminalization forms either:
– neither in 2016 when he was a prosecutor at the Serious Crimes Court;
– nor during the vetting in July 2019;
– nor in November 2019, when he was appointed to SPAK.
The fact was reported to the Vetting Commission by a citizen, but the judging panel (Xhensila Pine, Valbona Sanxhaktari and Roland Ilia) ignored the evidence, passing Braho through the system as "clean".
Criminal report blocked by Altin Dumani
Since November 2023, the head of SPAK, Altin Dumani, has had a criminal complaint filed against prosecutor Klodjan Braho – for concealing links to crime and failing to report family members arrested for drug trafficking.
But the complaint has been blocked, with the standard justification “the case is under preliminary investigation”.
According to internal sources of the BKH, no investigation has actually been launched.
Altin Dumani has chosen to protect his friend and subordinate, while Braho seeks to ascend to the highest position in SPAK. A prosecutor who travels with convicted traffickers and has family ties to people arrested for drugs, today seeks to lead the institution that should crack down on them.
The vetting that turned into a farce
In both cases, traveling with the trafficker and concealing the arrest of his brother-in-law, Braho violated the law on declaring the purity of the image.
However, the vetting passed as "clean", and the High Prosecutorial Council kept him in the system without any new verification.
Instead of being punished, he is now preparing to take over the leadership of the very institution that was supposed to investigate him.
SPAK is being surrounded by its own shadows
This case is proof of the moral and legal failure of the system that was supposed to fight corruption.
A prosecutor with connections to traffickers and family members convicted of drug offenses is running for head of SPAK, while the criminal complaint against him is hidden in Altin Dumani's drawers.
If a justice system cannot clean itself, it cannot clean crime.
SPAK and KLP are facing a historic test:
either they will end the “reform with militants”, or they will publicly admit that the new justice system is simply a more sophisticated version of the old one./ Pamphlet
