The Peqin Municipality has turned into a closed structure where public administration, tenders and private businesses operate in full cooperation. Documents obtained by Pamfleti show that at the center of this system stands the mayor of the municipality, Bukurosh Maçi, who has built a chain of power and profit through his family, in-laws and trusted employees.
At the municipal leadership levels, every name is linked to the mayor's family.
The Administrator of the Pajova Administrative Unit is Xhulio Maçi, the first cousin and son of the mayor's uncle.
The Director of Local Taxes is Virgjil Maçi, also a first cousin.
The Director of Community Services is Jessica Teqja, the wife of Uncle Elvis Maçi's son.
The Chief Inspector of IMT is Gjergj Bashvogli, a first cousin from his mother's side.
The head of the Economic Assistance Sector is the mayor's nephew, Klejvis Elezi.
The Director of Culture is Genc Gripshi, convicted in Italy for drug trafficking.
Work and power in the Peqin municipality are divided according to blood, while the rest of the administration serves as legal cover for tenders and transfers that get out of control.
The robbery system operates in two directions. On the first level, through the Local Tax Directorate that controls the income from the weekly markets. According to internal evidence, the taxes collected at the Pajova market are not paid into the municipality's coffers. The market is managed by Xhulio Maçi and the income goes into the pockets of the family structure.
On the second level, through tenders that are organized and controlled by people involved in private companies themselves. This is how a network is created to attract public funds with administrative cover.
Three key names are involved in this mechanism: Julian Manahasa, Emilian Lluca and Elton Hallulli. All three are part of the municipality administration and control the tenders through private companies that they own or secretly manage. Manahasa is the general secretary of the municipality, Lluca is his direct associate, while Hallulli is a municipal engineer and a member of the technical council that approves construction permits.

Kompania e parë, “T&J Construction” shpk, është regjistruar më 18 nëntor 2022 me NUIS M29718101T dhe me seli në Peqin. Ortakë janë vetë Julian Manahasa dhe Emilian Lluca. T&J Construction ka marrë rreth 70 mijë euro kryesisht nga Bashkia Peqin. Në bashkëpunim ka marrë rreth 4 milionë euro tendera publikë Kompania e dytë, “Impuls 10” shpk, është regjistruar më 16 janar 2024 me NUIS M48716101J dhe administrator Adnand Dranga. Të dyja veprojnë në ndërtim dhe kanë adresë në Peqin. Përmes këtyre subjekteve, fondet publike të bashkisë kalojnë nga buxheti i bashkisë drejt duarve të zyrtarëve që firmosin vetë procedurat.
Në tetor 2024 Bashkia Peqin zhvilloi tenderin me referencë REF-27446-10-31-2024 për “Rikonstruksionin e varrezave të qytetit Peqin”. Fondi limit ishte 7 598 015 lekë pa TVSH dhe financimi nga buxheti i bashkisë. Person përgjegjës për prokurimin ishte zyrtari Francesko Rrushi, i cili përdori adresë email personale për dokumentet e procedurës. Sipas dokumenteve standarde të tenderit, çdo ofertues duhet të kishte bilancet e tre viteve të fundit 2021–2023, xhiron vjetore të paktën sa fondi limit i kontratës dhe certifikatat ISO 9001, ISO 14001 dhe ISO 45001. Po këto dokumente përcaktojnë se sigurimi i ofertës duhet të jetë 2 % e fondit limit dhe të vlejë gjatë gjithë kohëzgjatjes së procedurës.
Fitues u shpall “Impuls 10” shpk, kompani e krijuar vetëm dhjetë muaj para zhvillimit të tenderit. Kjo kompani nuk ka bilance për periudhën e kërkuar dhe as xhiro të deklaruar përpara vitit 2024, pra nuk përmbushte asnjë nga kriteret e kualifikimit. Megjithatë, më 13 nëntor 2024, ajo u shpall fituese me vlerë 9 117 618 lekë, më shumë se fondi limit i parashikuar. Në çdo rast tjetër kjo kompani do të përjashtohej automatikisht, por në Peqin ajo fitoi tenderin që vetë drejtuesit e bashkisë kishin hartuar.
In practice, this is how public funds pass from the institution to networks controlled by the officials themselves. Elton Hallulli as a member of the Technical Council uses his position to exert pressure on citizens who request construction permits. The permit is approved only if the design and implementation are carried out by the firm “Impuls 10”, otherwise the process is blocked. This creates a local monopoly that forces citizens to work with administration companies to obtain legal construction documents. Citizens pay more, while public funds are used to finance companies connected to the leaders.
According to the rules of the Public Procurement Agency, every procedure must be published in the Official Bulletin with the announcement of the winner and the final contract. The tender for the reconstruction of the cemetery in Peqin is not found in these publications. This shows that the municipality has kept a procedure involving companies related to its leaders out of transparency.
In Peqin there is no lack of control, but a planned process to direct public funds to people connected to the administration. Decisions, contracts and permits pass within a closed circle that operates under the supervision of Mayor Bukurosh Maçi. The municipality no longer functions as an institution that manages services, but as a structure that favors its own people at every level of procurement. /Pamphlet
Po të kaloje në Peqin natën deri para 1 muaj ndriçim kishte vetëm pjesa e lokalit të Bukuroshit nga ndriçimi i rrugës. Rrugët e tjera brenda qytetit ishin terr. Tani prisni të hapet tenderi për rimbjelljen e pemëve dhe lulishteve të reja se ato që ishin i shkulën.
