Last weekend, agents of the National Bureau of Investigation (BKH) conducted searches in the office and residence of the Director of OSHEE, Enea Karakaçi, seizing cell phones, computers, documents, electronic devices and personal notes that serve the criminal investigation.
The operation was carried out as part of a dossier that includes corruption, inequality in tenders, concealment of income from energy sales and abuse of office, carried out in collaboration during the last three years at the head of OSHEE.
OSHEE debt affair: illegal contract with Ardian Çela
According to sources from investigative structures, one of the main issues under investigation by Enea Karakaçi is related to the management of debts that household consumers and businesses owe to OSHEE.
According to the regulation and government decision, debt collection must be carried out by OSHEE itself through legal procedures; including power outages and asset seizure in case of non-payment.
But, contrary to every law and previous practice, Director Karakaçi has delegated debt collection for a 10-year period to the former director of OSHEE, Ardian Çela, currently under investigation by SPAK for corruption and abuse of office.
Çela has set up a private group of agents, which operates "door to door" with the support of local police, exerting pressure on citizens and businesses for immediate payments, often with threats of fines or criminal charges.
This group is not a licensed company, has not won any auctions and does not have a contract registered with OSHEE.
Their action is based solely on illegal authorizations issued personally by director Enea Karakaçi, in agreement with former director Çela.
According to reports to SPAK, for every amount collected, the group benefits from a secret percentage of the money, while the true value of debts and payments remains hidden from official documents.
A new "CEZ-DIA" in the hands of the socialists
Sources from OSHEE describe the scheme as a copy of the infamous "CEZ-DIA" model of Ilir Meta and Kastriot Ismailaj: a clientelist system where debts to the state are transformed into private business, through groups that collect money under the name of the public company.
The former director of OSHEE, Ardian Çela, is also under investigation by SPAK for corruption in tenders, disappearance of income from the sale of energy, and favoring businesses that steal energy through illegal lines and fictitious billing.
On October 31, 2024, he was summoned to SPAK for questioning, but after the investigation began, he left Albania and currently lives in Rabat, Morocco, where, according to sources, he continues to remotely command OSHEE's illegal debt collection business.

Following the reports and evidence obtained, the BKH has launched an investigation against Director Karakaçi, who is accused of abuse of office and active corruption, while new developments are expected after the analysis of materials seized during the search.
The investigation is expected to be expanded to other individuals within OSHEE, who are suspected of having covered up this scheme for two consecutive years./ Pamphlet

Listat e të korruptuarve qenkan të pambarimta?!Këto lista janë në duar të "sigurta"të kryeqeveritarëve (më saktë-të kryepolitikanëve )tanë dhe i përdorin për të siguruar vazhdimësinë e korrupsionit dhe vjedhjeve të të ardhurave të vendit në të gjitha format dhe në të gjitha fushat e jetës.Vetëm kështu mund të shpjegohet vazhdimësia e krimit,korrupsionit dhe vjedhjeve që nuk dinë të ndalen në këtë vend?!

Çudi, sa hajdutë janë shqiptarët?! Ju punon mendja vetëm për të vjedhur A do bëhemi njerëz ndonjëherë ne?! Fiks fjala" peshku qelbet nga koka"! I kan varur ujkut mulçit në qafë , këtij hajduti dhe gjob vënësi më i madh ndofta në Shqipëri . Në kohën e tij si Drejtor OSHEE- je bëri kërdin duke u vën gjoba bizneseve të prodhimit të energjisë ,por jo vetëm deri në kyçjen e linjave për mos tu futur në sistemin e nënstacioneve pa paguar haraçin në dorën e këtij megahajduti . Mendoj se SPAKU po ti shkoj deri në fund këtij hetimi do zbuloj minierën e vjedhjeve marramëndëse në ndërmarjen e OSHEE .

Prandaj per vite me rradhe fatura e familjes sime ka ardhur me shufra te frikshme per nje familje me vetem tre persona te cilet pjesen me te madhe ishin ne pune. Ksm depozituar dy ankesa me dhkrim prane deges se OSHE pa pergjigje. Vetem dy muajt e fundit vlera eshte ulur ndjeshem, me siguri eshte bere shkak hetimi. Zoti ua nxjerrte nga hundet maskarenjve se kam lene pa bere shpenzime te rendesishme vetem te isha korrekt me shtetin. Ju kam lene Zotin kujtdo qe me eshte futur ne hak te lekut te gjakut tim ! Merr hak ai per mua.
