In a statement to the media after leaving the premises of SPAK, Çako stated that he was called in the capacity of the person who had knowledge of the investigations, but reserved to give more details.
It is not officially known for what file SPAK has called him, but Prapaskena has previously denounced a 4 million euro affair, in which Čako is suspected to be involved, with a character named Kujtim Lami, allegedly for extinguishing fires.

What's happening? On August 16, 2021, the director of AKMC, Haki Čako, and the owner of the ghost company 'Vivahelicopters', Kujtim Lami, concluded a contract worth about 4 million euros, according to which Lam's company would put out fires with a helicopter in the areas affected area of the Karaburun Peninsula, Vlora Municipality.
Where would Kujtim Lami find the helicopter to put out the fires, with his company on paper, with a capital of 200 thousand lek?
Did Kujtim Lami ever raise the imaginary helicopter to implement the contract with Haki Chako, for extinguishing fires?
Of course, SPAK must give the answer. The money has been transferred to the account of the company 'Vivahelicopters', without performing any service.
The flagrant affair is not as simple as it seems. Initially, there was an order from the Minister of Defense to increase the capacities for extinguishing fires from the air.
The order tasked the AKMC, the General Secretary of the Ministry of Defense and the Directorate of Budget and Financial Management to take measures for the allocation of the fund. A working group was then set up to select the company and negotiate the terms of the agreement.
Several criteria have been defined that the company must meet, such as having performed similar work, having a helicopter equipped with the necessary means for extinguishing fire from the air, having authorization to perform flight services in cases of civil emergencies, having flight permit, make a self-declaration that the aircraft are in good technical condition and the operator has all the legal and technical capacity to exercise the activity.

An audit by the High State Control found that there is no document and no evidence that the ghost company Vivahelicopters, founded a few months before receiving the tender and with a capital of 200,000 lek, has raised any helicopter to extinguish the fires, as stipulated in the contract.
The working group for monitoring the performance of the service was established by order of the General Director Haki Çako no. 109, dated 03.08.2021, recorded with no. 1710 prot., dated 03.08.2021. The working group was set up after on August 16, 2021, the director of AKMC, Haki Čako, and the owner of the ghost company 'Vivahelicopters', Kujtim Lami, concluded a contract worth about 4 million euros, according to which Lami's company will put out fires with a helicopter, in the affected areas of the Karaburun Peninsula, Vlora Municipality.
"Document certifying spending order no. 135, dated 15.09.2021, is the order of the General Director no. 129, dated 15.09.2021 for the liquidation of the company "V.H.". ...electronic invoice no. 4/2021, dated 17.08.2021, in which 89.06 hours are determined for the value of ALL 36,069,300. The invoice is not accompanied by any other document for the actual operational time referred to: So there is no document (verification act, ascertainment act, minutes, etc.) where the movements of the helicopters are determined according to the action plan, ordered and signed by the relevant persons of included in the operation as: AKMC, Fire Protection (MNZ) in the field, National Civilian Operational Center (QKOEC) and Economic Operator "V.H." etc.)
As a conclusion: The expenditure carried out in the amount of ALL 36,069,300, is not proven by the documentation defined in the agreement and contract...", the KLSH concluded.
To cover the theft of 4 million euros for a service that was not performed, an adviser to the Minister of Defense Niko Peleshi, previously involved in corrupt practices in the Ministry of Agriculture, came into play.
During a weekend, Pelesi's adviser replaced two pages from the contract, in order to confuse SPAK when it starts an investigation.
