The criminal activity of the trafficker and murderer Renato Çami is also documented in the testimonies of the repentant Nuredin Dumani, Henrik Hoxhaj and Skerdi Tase, who mention him for drug trafficking, extortion, hostage-taking and ordering murders. These include financing the assassination attempt on Agim and Ilir Boriç in April 2018 in Fier.
In the investigation file no. 75/2, SPAK has filed a series of criminal offenses committed by Renato Çami. But, despite this fact, leaders of state institutions do not hesitate to grant him construction permits for buildings and public contracts worth millions of euros, through his company “AGA-1 Sh.pk”
One of the leaders who continues to have favorable relations with him is the director of "Albpetrol", Eltar Deda, former SP MP, former advisor to the Ministry of Infrastructure and head of the State Health Inspectorate.
In the Public Procurement Bulletin dated July 7, 2025, Eltar Deda announced the winner of the contract for the supply of fuel to the company "AGA-1 Sh.pk" of Renato Çami for a fuel supply contract worth 1.6 million euros including VAT. Only this company participated in this tender, contrary to the law on public procurement, which provides for a minimum of two bidders. Furthermore, the contract was awarded with a bid of 99.5% of the limit fund.
Renato Çami's company has received a total of 11 million euros in tenders from "Albpetrol", all without competition and with almost the full value of the limit fund. According to audits, in 12 contracted tenders for fuel supply, only 60–70% of the estimated quantity has been realized, while 100% of the amount has been paid, based on the signatures of director Eltar Deda, in collaboration with Çami.
In addition to "Albpetrol", the company "AGA-1 Sh.pk" has also benefited from 13 million euros in tenders from the Municipality of Fier, the National Secretariat of Water Supply and Sewerage, Hipoteka, the Municipality of Roskovec and a number of other public enterprises in the Fier region.
While SPAK investigates Renato Çami as the leader of a structured criminal group, relying on the "Anti-Mafia" law, state institutions not only do not exclude him from public funds, but regularly reward him with tenders worth millions of euros./ Pamphlet
