In 10 years of power of the SP, 3 secretaries are "specimens" who have been involved in forgeries, tenders, concessions, rental contracts, property sales and donations, theft of public funds, and employment: Arjan Kraja, Plarent Ndreca and Gelardina Prodani that have circulated successively in 4 ministries, but they have not yet been affected by justice...
Until now, 3 General Secretaries of 3 ministries have been imprisoned, while out of 38 secretaries in these 10 years of SP power, 22 have been dismissed with alleged "resignation" after the reports of the National Security Council, after criminal charges and the initiation of investigations against them, including the Secretary of General of the Prime Minister's Office, Úngjëll Agaçi, for the landfill affair.
For example, on January 11, 2023, the Secretary of the Ministry of Finance, Arlind Gjokutaj, was arrested for the theft of 1.2 million Euros, with a public asset, while on June 2, the Secretary of the Ministry of Health, Joana Duro, was arrested for shopping bribery 40% of the tender fund.
On March 31, 2022, the General Secretary of the Ministry of Environment, Alqi Blako, was arrested, after he was used by the Minister Lefter Koka and Úngjëll Agaçi, with the approval of Edi Rama, to sign and sell the affairs of landfills, therefore the Prime Minister rewarded him with a mandate deputy.
When you read the accusations about them, but also the reports of the KLSH, the Audits of the Ministry of Finance and the media's denunciations of corruption in the ministries, you find that the General Secretaries are a gang that is used to sell, sign and hide the thefts.
According to the law on administration, the General Secretaries of the ministries must be selected by competition, but in reality they are selected and proposed by the Secretary of the Prime Minister, Engjëll Agaçi in consultation with the ministers and appointed by the Prime Minister Edi Rama, or appointed by the latter himself.
Record with 3-5 Secretaries dismissed and under investigation, are the Ministry of Interior, Education, Defense, Health, Finance, Energy-Infrastructure, Agriculture and Tourism-Medicine.
Therefore, it is not a coincidence that these ministries result in the biggest corruption and financial theft of public assets, they are even the center of affairs of nearly 8 billion Euros with PPP tenders, concessions, auctions, privatizations and disappearance of funds.
While in 10 years of power of the SP, the "specimens" who have committed fraud, tenders, concessions, lease contracts, sale and donation of properties and theft of EU funds and grands, are 3 secretaries, that after every scandal, Babloku and Agaçi change places in ministries.
It is Arjan Kraja, who was secretary in the Ministry of Defense, in the Ministry of Finance and Economy and in the Ministry of Health, where he committed all kinds of extreme violence with tenders, PPPs and looting of army properties and confiscated assets.
It is Plarent Ndreca, who was Secretary in the Ministry of Education, where he was called the "monster" of corruption with Lindita Nikolla, for which KLSH reported him to the prosecutor's office, but he was not arrested.
After he was fired, Edi Rama and Agaçi appointed Plarent Ndreca as secretary in the Ministry of Tourism-Environment, where he continued to bargain with tenders, concessions, permits, licenses, beaches, etc.
While after the dismissal from this ministry as well, Babloku and his Agaçi appointed him secretary in the Ministry of the Interior, from where he fled for 108 million Euros of corruption with tenders, where the record was the theft of 11 million Euros with police uniforms, with Minister Lleshaj and Ardi Veliu .
"Nona" of the gang of general secretaries of ministries is Gelardina Prodani, who for 6 years was secretary in the Ministry of Finance, 3 years in the Ministry of Health, while for 1 year she continues to be secretary in the Ministry of Defense.
