But since we are talking about corruption in health, it is established that the SPAK, which arrested Secretary Duro with great fanfare, has not been applying legal equality for the former Minister of Health, Ilir Beqja, who was and remains the "Icon" of corruption, for 3 years in this sector.
For the secretary, known in the ministry as a friend and chief realtor of Ogerta Manastirli, SPAK "messed up" and drew up criminal procedures with record speed within 2 weeks, while for former minister Ilir Beqja, "SPAK's dice" are not working, although since They have had his files in the drawer for 3 years.
As early as March 2020, SPAK has started the investigation into the affairs of 3 PPPs of Ilir Beqje in health, fully realized with financial crime: PPP Check-up of Vilma Nushi; PPP Surgical Equipment with Italian and Kosovar mobsters through immigrant Ilir Rrapaj and PPP Laboratories with Greek mobster Janis Karathanos; but the latter was finalized by Ogerta Manastirliu.
During these 3 years of investigation, Ilir Beqja was called only once by SPAK on July 18, 2022, while 11 months have passed since then, but the "octopus" of the PPP in health has not been called again, and has not even started proceeding.
According to the Code of Criminal Procedure, on April 16, 2023, the deadline for receiving the defendant Ilir Beqje or her ended; while for 3 years, the 3 prosecutors Kaçkini, Kondili and Nakuçi, have not carried out any action with the medical PPP files, but only a formal summons.
Even in SPAK, Ilir Beqja was questioned without a lawyer, without the presence of the secretary of the investigation room and without an audio recording of the questions and answers, a falsehood that creates suspicions, that it was done to create the impression that he is being investigated.
In April 2023, SPAK chairman Altin Dumani said that for the files of the PPP in health and for the former minister Ilir Beqja, there will be no suspension of the case or procedure, but the deadline for the investigation will be extended, but the information from BKH, they say that his case has been quietly dismissed.
