In addition to the officials who have bought villas and apartments in England, Greece, Italy, France, Holland, Austria, Belgium, USA, Canada and Australia, Prime Minister Edi Rama's visit to Croatia revealed that his oligarchs, the billions they steal with PPP tenders they are investing outside of Albania.

In Montenegro, the oligarch Bashkim Ulaj has invested 13.7 million euros for the construction of the resort "Ski resort Kolashin 1600", together with Zoran Bečirović, the well-known boss of the underworld in Montenegro, Serbia, Cyprus and in the entire Balkans.
Even before the start of this investment in 272 thousand m2 of state-owned land in Kolashin, the name of the oligarch Bashkim Ulaj became the subject of debate in the Parliament of Montenegro, calling him "the Balkan and Asian boss of the cocaine traffic, connected to the bosses of the mafia Montenegrin, Serbian and Albanian state politics.
