An investigative documentary sheds light on one of the least covered links to organized crime in Albania: the relationship between Gjergj Luca and Pëllumb Gjoka.
Through exclusive documents being published for the first time, "Black Docks" reveals how these two names built a sophisticated money laundering mechanism, exploiting loopholes in the Albanian notary and banking system.
It all begins on April 11, 2011, when a deed was signed in the office of notary Tamara Malaj in Tirana declaring a debt of $872,420 owed by the “Rozafa” companies to Pëllumb Gjoka. But the bank documents obtained by the documentary show the opposite: the companies were drowning in loans and had no capacity to have such a debt.
Two years later, the same Pëllumb Gjoka “buys” four properties in Tirana, but the money from the sale does not go to the seller. It goes directly to the bank to repay the loans of Gjergj Luca’s companies. A closed circuit where money is laundered on paper, without moving a single cent.
Another transaction reveals a land in Gocaj, Lezha, which Pëllumb Gjoka bought for 20 thousand euros and sold to Gjergj Luca's structures for 700 thousand euros just 14 months later. An unreasonable increase that, according to experts, constitutes a classic money laundering model.
But Gjoka was not just a businessman. In September 2022, the Ministry of Justice of Montenegro sends Albania a request for the transfer of criminal prosecution against Pëllumb Gjoka, accused of producing and selling narcotics.
The same person who “liquidated” Gjergj Luca’s debts.
In none of these notarial acts does Gjergj Luca’s name appear. He does not sign any documents. But every property, every debt, every transaction leads to him. Through his mother, who signed as a representative of the companies, and through Pëllumb Gjoka, who acted as his extended hand.
“Black Docks” brings these documents to the public’s attention for the first time and analyzes them in detail.
