On September 1, 2025, the first working day after returning to the office from the summer holidays, the Minister of Economy, Culture and Innovation, Blendi Gonxhe, and the Mayor of Saranda, Oltion Çaçi, signed 2 auction announcements for the lease of state lands.
Minister Gonxhe has put up for auction for lease, 52 thousand 10 m2 of state land in the Porto Romano area in Durrës, specifically, Property No. 1/10, Cadastral Zone No. 1574.
It will be leased to a private individual, for business in the agribusiness field, a determination that reveals that the bargain was made in advance, with the client that the prime minister agreed to, while Blendi Gonxhe is the executor of the bargain, signing the announcement and formally conducting the auction.
The 5.2-hectare land area in Porto Romano will be rented for 2.4 million lek per month, or 46 lek/m2, classifying it as unproductive land, while it is being rented for an agro-agricultural production farm, or more precisely, for an agro-resort.
The land will be leased for 20 years, but as we have seen in the case of the seizure of state-owned buildings and areas by the trafficker Gjergj Luca, after 1 or 2 years, the government will sell it for "5 pare", or will also donate the 5.2 hectares of land in Porto Romano, which Minister Blendi Gonxhe has put up for auction.
According to the law on state auctions, the time for submitting bids and conducting the auction must be no less than 45 days, while Minister Blendi Gonxhe will conduct the auction within 9 days, specifically on September 10, 2025.
With the same scheme and clientelistic bargaining goal, the Mayor of Saranda, Oltion Çaçi, has announced the auction for the lease of 60 hectares of land in the "Heremec" area of the Nivicë administrative unit, near Kakomë.
The purpose of leasing 600 thousand m2 of surface area is to build an energy park with a photovoltaic system, with a lease term of 10 years, and a rental value of 17 lekë/m2 per year, which is a ridiculous value, but apparently, it is a favor ordered by Babloku, for the predetermined client.
Even in this case, the law on state auctions stipulates that the time for submitting bids and conducting the auction must be no less than 45 days, while the mayor of Saranda, Oltion Çaci, will do so within 7 days, specifically on September 8.
The plunder of state property, in addition to being carried out through the Strategic Investment Committee, through ministries with "1 Euro" contracts, through the Investment Corporation, is also carried out through municipalities.
