The gangs of the “Luigj Gurakuqi” University of Shkodra have carried out another coup, blocking the legally elected authority, the rector Tonin Gjuraj, from continuing to run the institution normally. The Board of Administration, instigated by the leader of the rebellion, Gaspër Koka, has taken the management of the university hostage, usurping all powers; staff appointments, procedures and daily functioning.

Gasper Koka, who has been launching a media attack on his local television station for days, accuses Rector Gjuraj of "attacking the Board of Administration." But, in fact, the Board is not an independent republic. It is only a management structure, while the highest authority remains the Rector and the Academic Senate.

Rector Gjuraj has warned the coup plotters about the flagrant violation of the law and the serious consequences of its non-implementation. The situation is an open blackmail that the Ministry of Education and Ogerta Manastirliu herself should have stopped immediately with a special inspection. But so far no one has reacted, silently legitimizing an illegal usurpation.

This coup is not just about Koka. Behind him are the interests of the entire nepotistic, tribal and political network that has held the University of Shkodra hostage for 30 years. This is an illegal construction bigger than any kiosk, diplomas sold, money taken for every service, a public university degraded into a shameful bargain.

The coup plotters charge that the rector has no right to interfere in the Board of Administration. But the law is clear: the rector is the only elected body and the Board cannot create a parallel structure against him. Moreover, the same individuals are simultaneously deans, heads of departments and future candidates for the post of rector, a blatant conflict of interest.

This blackmail has turned the largest university in the north into a "diploma kiosk", where instead of knowledge and merit, militants, clientelism and academic corruption rule. If the government does not intervene immediately, the higher education building in Shkodra will collapse on the rotten foundations of the gangs that have taken it hostage. / Pamphlet
