The Albanian government has been asked to provide a preliminary explanatory report on agricultural issues, including the administration of EU funds. Based on this report, it will be decided whether or not to open the relevant chapter.
The process is also being influenced by SPAK, which has been holding in suspense the EU Anti-Fraud Office (OLAF) report on the former director of AZHBR, Frida Krifca, for four years.
The European Commission has warned that it will not approve the opening of the Agriculture Group Chapter without bringing to justice the thieves of farmers' funds. However, on July 23, Edi Rama spread a news story as if the EC had already opened this chapter group, repeating the same deception it committed in May 2025.
In fact, the EU Permanent Representatives Committee only authorized the Danish Presidency to invite the Albanian government to present its negotiating position, a preliminary procedure and not the opening of the chapter. The EC delegation in Tirana publicly refuted Rama, clarifying that Albania is only in the preparatory phase of the procedure, not the opening of the chapter.
The EU's August report on the performance of the agricultural sector in Albania has identified serious problems in the addressing and administration of funds. The Commission emphasizes that misuse of funds does not create trust.
The document mentions the abuses of 138 million euros from the "IPARD II" program, funds that were intended for farmers, but that ended up with the builders of towers, hotels, the businesses of government officials, their families, and traffickers who set up guesthouses and resorts.
In March 2021, the EC Directorate for Agriculture and Rural Development and the Anti-Fraud Office (OLAF) prepared a file with evidence of the abuses and in June filed a criminal complaint with SPAK against Frida Krifca.
Prime Minister Rama, instead of distancing himself, promoted her to the position of Minister of Agriculture and then made her an advisor on EU funds to the Prime Minister.
On the other hand, the head of SPAK, Altin Dumani, has blocked the investigation for four years, declaring only a few days ago that the case is still in the preliminary phase. In fact, no criminal case has been registered against Krifca and she has never been summoned.
It is clear from the EU report that the progress of the investigation into the abuse of farmers' funds will determine the fate of the opening of the chapter on agriculture.
