The decision of the Minister of the Interior, Ervin Hoxha, to dismiss Loina Prifti, the director of the state company "Identitek Sh.A" that produces ID cards and biometric passports, was treated as a routine act, when in reality it is a scandal of an organized theft of public funds.
According to information from the Ministry of the Interior, which is the owner of the company for the application, production and distribution of ID cards and passports, the director Loina Prifti was fired because since March 2023 when she was appointed, she had set her salary at 15 thousand Euros per month.

According to the law and the statute of this state-owned economic company, every financial decision from investments, employee structure, expenses to salaries is proposed by the director, but approved by the Board of Directors that is chosen by the Minister of the Interior.
The salary of 15,000 Euro per month of the director of the company "Identitek Sh.A", Loina Prifti, was approved by the board members, with senior leadership positions in the Ministry of the Interior, the Ministry of Finance and the Ministry of Foreign Affairs.

The Chairman of the Board of the company of ID cards and passports is the Deputy Minister of the Interior, Andi Mahilaj and members are Marbona Çuko, General Regulatory Director for Internal Affairs at the Ministry of the Interior; Lorena Pullumbi and Jonida Gaba, former directors of the cabinet of former ministers Bledar Çuçi and Taulant Balla, currently heads of sectors in this ministry.
Board members of the company of ID cards and passports, who have approved the monthly salary of 15 thousand Euros for director Loina Prifti, are Etugert Llazi, Director of Investments at the Ministry of Finance; Donika Hoxha, Director of the Cabinet of the Minister of Foreign Affairs, and Maklen Misha, former adviser to former ministers Olta Xhaçka and Niko Peleshi.
These board members approved the director's salary as 3.5 times the salary of the President of the Republic, 4 times the salary of the Speaker of the Assembly and the Prime Minister and 5 times the salary of the Minister of the Interior, when according to the law on state companies, the salary should not exceed 2 thousand Euros in month.
But these patronage board members, with high positions in 3 ministries, have not approved the salary of the director, but because they have also benefited thousands of euros from the passport company.
According to the report drawn up by the control group of the Ministry of the Interior, it results that from March 2023 to August 2024, the members of the board, at the proposal of the director Loina Prifti, have also approved for themselves, monthly payments of 1000 Euros and bonuses 3 months from 1500-2000 Euro, diet, amount of fuel, they have hired their family members on the approved organic.
They have signed and approved the funds for the tenders for the purchase of printing equipment, paper and security samples of passports and ID cards, worth 4-5 times more than the market prices, the fictitious parallel tender worth 1 million Euros for the service of the internet etc.
Will the Minister of the Interior, Ervin Hoxha, dismiss his official subordinates who are board members of the passport and ID card company and representative members of two other ministries, who set a monthly salary of 15,000 euros to the director and salary and benefits thousands of Euros to themselves?
While according to the law on Anti-crime and the Code of Criminal Procedure, Minister Ervin Hoxha must report to SPAK the director he fired, the subordinates he has not yet fired and the senior officials of the Ministry of Finance and the Ministry of Foreign Affairs who approved the organized thefts at the passport company./ Pamphlet
