The Albanian Investment Corporation has closed the first phase of the procedure for the multifunctional project near the Palace of Congresses in Tirana. Out of 13 participating companies, five have been selected for the second phase of the competition. Among them are Bashkim Ulaj’s “Gener 2” and Shkëlqim Beshiri’s “Klar”, companies that have reportedly had business ties with political circles over the years. The project envisages a large construction complex in one of the most important urban areas of the capital, while the process has opened a debate on the transparency and interests behind the selection of operators.
On March 3, 2026, Prime Minister Edi Rama, through the Director of the Investment Corporation, Elira Kokona, closed the first phase of the auction for the construction of the tower in the park near the Palace of Congresses in Tirana.
Through a procedure with 13 participating construction companies, for the multi-functional project at the Palace of Congresses; 5 companies have been selected that will continue the competition in the second phase, to receive the contract for the construction of the tower.
Among the 5 entities selected by the commission led by Prime Minister Edi Rama are two construction companies with interests linked to the "Berisha" family: the company "Gener 2" Sh.pk of Bashkim Ulaj and the company "Klar" Sh.pk of Shkëlqim Beshiri.
To mask the fact that they will build the tower alone, Bashkim Ulaj and Shkëlqim Beshiri have presented themselves as a union of operators, formally using several other firms and "Physical Person" entities, among them the firms "Studio Gang", "Digi Print", Besart Papa, Rudina Papavasili, Julian Beqiri, Marsela Demaj, "Michel Desvigne" and Gentian Shkurti, the latter a painter, former student of Edi Rama and supporter of the demolition of the Theater.
Bashkim Ulaj's connections are known, in bargains and mutual benefits with the "Berisha" family during the DP's rule until 2013, when he connected with Prime Minister Edi Rama, but without severing his shady business ties with Sali Berisha.
Builder Shkelqim Beshiri, listed as Shkelzen Berisha's money launderer, also has strong ties to the "Berisha" family, because through Berisha-Rama deals, he continues to acquire land, land, and building permits for towers.
According to reports from law enforcement agencies, the firm "LIM-EM" Sh.pk, is owned on paper by Shkëlqim Beshirin, but is a business of Shkëlzen Berisha; through which, during the SP's rule, it received 22 building permits from the Municipality of Tirana and 22 building permits from the municipalities of Vlorë, Himarë and Saranda.
Through Sali Berisha's connections, Shkëlqim Beshiri, as Prestanome of Shkëlzen, has received from Edi Rama a building permit for 3 hotels in Himara and a "Strategic Investor" permit for a villa and palace complex with a land area of 119 hectares of state land in Lalz; 28 hectares of which are pine forest by the sea.
On November 17, 2025, he received permission to build a residential tower, commercial unit and hotel with 65 floors above ground and 6 floors underground on the New Boulevard in Tirana, for which he declared the source of financing.
Behind the logo of Shkëlqim Beshiri's "Klar' Sh.pk" company, the "Berisha" family also stands at the tower near the Congress Palace, where out of 50 thousand m2 of construction area, 27 thousand 500 m2 of apartments, commercial units and garages will benefit.
It is the same scheme that Sali Beirha, when he was prime minister, used in the towers that Bashkim Ulaj built in the center of Tirana, where the prime minister's family benefited from apartments, commercial units and offices, in addition to a share of the profits on the sold surfaces./ Pamphlet
