Sokol Bizhga's first move as interim Director of the State Police was to dismiss the soldiers of his predecessor Ilir Proda.
Today he has suspended Ulian Shpataraku, who holds the position of Assistant in the Department of Information Technology at the State Police.
The decision to suspend him from duty was taken for blatant non-implementation of legal provisions in the fulfillment of functional duties.
It is learned that Shpataraku is currently pursuing his master's degree at the Security Academy, but it is suspected that, under the pretext of continuing his studies, he did not show up for work regularly.
Shpataraku was one of Ilir Proda's loyalists and it seems he was at his ease as long as his friend was at the top of the order.
The pamphlet has written several articles about him. Ulian Shpataraku, suspended and prosecuted for releasing traffickers, was brought back into the game thanks to Ilir Proda's protection. On January 31, 2023, Ulian Shpataraku was suspended from duty and criminally prosecuted. He was brought to trial because on September 14, 2022, he captured the most wanted drug trafficker E. Filja, but concealed the capture and released him, not implementing the prosecutor's decision.
The Police Supervision Agency and the Prosecutor's Office suspended him from duty and investigated him. The decision was upheld by the Elbasan Court and upheld by the High Court.
During the investigation for the release of the trafficker, it was found that Ulian Shpataraku had collaborated with his friend Ilir Proda, who at that time was the Deputy Director of Crimes at the Elbasan Police Directorate. Ulian Shpataraku's name was also found in several files of the Elbasan and Durrës gangs, for disclosing actions, not reporting criminal activity and concealing denunciations.
According to reports from SHISH, Antimafia and AMP, Ulian Shpataraku and Ilir Proda had connections with the drug trafficking businessman Mond Mëhalla, who was assassinated in Elbasan.
This officer, identified as a protector of gangs and traffickers, has not only not been expelled by Ilir Proda, but he is attempting to appoint him as police director in Korça, after promoting him to the rank of "Director".
This promotion is not accidental. It is part of his armor in the police dome by Ilir Proda.
On October 3, 2024, the day Proda was appointed Director of the State Police, he replaced Ulian Shpataraku in Elbasan. On February 13, 2025, he appointed him to the Information Office at the General Directorate of Police.
