On January 29, 2026, the Ministry of Interior commission interviewed 8 candidates for Director of the Guard, while prior to the interview, their professional qualifications and skills were verified.
On February 4, 2026, Minister Albana Koçiu sent the following electronic notification to the candidates: - "We inform you that, after completing the foreseen phases of verification and evaluation of candidacies for the position of Director of the Guard, the procedure has not been finalized with a winner."
According to the law, in cases where there is no winner, the race is repeated with other candidates; but the truth is that out of 8 candidacies, only Simon Zereci did not meet any of the criteria, especially integrity according to the decriminalization law, age, leadership skills, education and certificate of trustworthiness.
But Simon Zereci had been pre-designated by Edi Rama to be appointed head of the Guard, so Minister Albana Koçiu 'nullified' the competition, because he did not meet the criteria, but should have been appointed.
Silently, without reopening the competition, she appointed 63-year-old Simos Zereci, who does not meet the legal requirements for Guard Commander or even for a regular officer.
But he meets the condition, which is that he is related by marriage to the family of Prime Minister Edi Rama; specifically, the sister of the head of the guard Simon Zereci is married to the son of Spiro Koleka.
The scheme of fraud, forgery and clientelism that Minister Albana Koçiu implemented with the farcical competition for Guard Commands; is related to these facts:
- The new Guard Commander, Simon Zereci, was denied a Security Certificate when he was appointed Deputy Director, but also in June 2025 after he was appointed Director of the Guard, with evidence of lack of integrity, distrust, links to crime and theft of Guard combat equipment.
- The brother-in-law of Spiro Koleka's son has been appointed Guard Director, without going through the vetting process.
- Simon Zereci, was appointed Director of the Guard, now that he is 63 years old; although according to the law, the age threshold for old-age pension allows him to remain in office for only 2 years, out of the 5-year mandate.
Several criminal records of the Director of the Guard, Simon Zereci, disqualified and appointed without competition
Law No. 33, dated March 14, 2021, states: The Director of the Guard, before appointment, must undergo a background check and activity check, from the first day of work in the Guard and outside its structures.
- According to the data, Simon Zereci has a criminal record for barbaric violence without any motive, robbery of personal belongings, and hostage-taking of citizen Iris Peti; committed on April 22, 2022, when he was Group Commander in the Special Unit.
- In Simon Zereci's file during his service in the Guard, 8 cases of physical violence were filed, while in the AMP there is a file with other abuses during and outside of duty.
- According to reports from SHISH, Anti-Crime and the Classified Information Directorate, Simon Zereci has hidden and transported wanted persons in Guard vehicles, while he has equipped the criminals' vehicles with the institution's logo.
- In May 2023, 4 pistols disappeared from the inventory of the Special Guard Unit, while the investigation led to Colonel Simon Zereci, but again, he escaped confrontation with the law, while the criminal fact is in his file at the Guard and the AMP.
- Simon Zereci's name has emerged in connection with the (suicide) within the territory of the Guard, of the driver of the former Minister of the Interior, Fatnir Xhafaj.
- Simon Zereci's name has been linked to the criminal activity of 6 guards and former guards arrested, convicted and dismissed for arms trafficking, drugs and smuggling.
- He was expelled from the Guard structures for links to criminal activities, but with false documents, he returned to the Guard in 2013, after Krushku's nephew came to power.
- He hid the truth about being injured by gunfire, due to his involvement in conflicts, when he was Deputy Commander of the Guard's Operational Company.
- During the 8 months as acting director of the Guard, Simon Zereci has employed people with criminal records and false school documents, files prepared by his wife Albana Bogdan, an employee in the Human Resources Sector, also in the Guard.

Spiro Koleka nuk ishte daja i Edi Ramës! Mblidheni mendjen njëherë e mirë dhe mos dëgjoni fshatarin Sali Berisha se ai tërë burrat e fshatit të tij i kishte" dajo"... Spiro Koleka ishte vëllai i Petro Kolekës,pra vëllai i gjyshit të Edi Ramës! Vëllai i gjyshit nuk është vëllai i mamasë!!!! Personi për të cilin shkruani është kushëriri i nënës ( të ndjerë) të Edi Ramës... Po me këtë logjikë nuk do punojë askush në shtet se ne dalim të gjithë kushërinj me njëri tjetrin.
