The Director of the Albanian Development Fund, Dritan Agolli, has canceled the 6 million euro tender for the knowledge and agrotourism farm in Divjaka, arguing the financial inability of the Municipality to expropriate. The decision comes as Agolli is under investigation by SPAK for another 480 million lek tender and amid denunciations of ghost projects in the “100 tourist villages” scheme. Critics point out that the expropriations are financed by the central government and that the cancellation paves the way for the project to be transferred to private administration, as in the case of the 866 hectares in Karavasta that were given to Ilir Trebicka and Oleg Deripaska.

Although the Director of the Albanian Development Fund, Dritan Agolli, has been under investigation by SPAK since February 2022, for a 480 million lek tender awarded to his son's restaurant in Lalëz and has been denounced for many affairs with public funds, no criminal proceedings have yet been initiated against him.

The immunity has given Dritan Agolli a free hand to continue bargaining with tenders, most of which are fabricated for phantom projects with the "100 tourist villages" scheme, which are not carried out or are carried out partially and then the documents are filled out.

He also uses tricks, announcing tenders for investments that should be carried out by the local government, which he cancels and passes on to private entities, with the excuse of lack of capacity.

This is what director Dritan Agolli did with the public project: "Construction of integrated model infrastructure in the area with development potential of Divjaka, for the olive grove knowledge and agrotourism farm", with a limited fund of around 6 million euros including VAT.

According to the announcement in the Public Procurement Bulletin dated March 2, 2026, the Albanian Development Fund has canceled this tender, with the justification that the Municipality of Divjaka does not have the financial capacity to afford the value of the expropriation of the part of the land that is privately owned.

The cancellation, according to information, is a scenario calculated with the leaders of the Municipality of Divjaka, to take this investment and the administration of the olive grove experience farm away from the local government and give it to the private sector, as they did with the farm project with 866 hectares of state land in Karavasta, which they gave to Ilir Trebicka and the Russian oligarch Oleg Deripaska.
