The first information of the State Information Service (SHISH), which brought from Tropoja Fatmir Haklaj's decision to kill MP Azem Hajdari, does not belong to the SHISH branch in Kukës, Shkodra or the center in Tirana. Surprisingly, it belongs to the SHISH branch of Elbasan.
Signed by Xhavit Shala, at that time director of SHISH in Elbasan, it was sent to the head of SHISH, Fatos Klosi, in Tirana, on May 13, 1998.
This evidence, which is published for the first time, proves that the Albanian state of the time had on the table Fatmir Haklaj's decision to kill the deputy of the Democratic Party, four full months before the event.
The information about the secret service branch of Elbasan was obtained in Tropoja, during a funeral ceremony. There, Fatmir Haklaj uttered these words:
"My people, who were killed, received a total of 18 bullets. According to the canon, we will kill 18 people from the other side. So far we have killed 9 people, we have 9 more to kill. Azem Hajdari is among those who will be killed. We have sent telegrams to him through other persons several times, in cases of death, to come to Tropoja, in order to kill him, but he has not come. After we kill Azem, we will flee to Belgium".
At the end of the information coming from Elbasan, there was also a note: "We clarify that the person informing us met Fatmir Haklajn in a case of death in Tropoja, on May 1st. He (Fatmir Haklaj) moved well armed, with all his men, he was equipped with a radio."
Two days later, on May 15, 1998, Fatos Klosi sent the same information, this time from the address of the central SHISH, to the Minister of Public Order, Perikli Teta, while this was passed on to his deputy, Ilir Çano. for follow up.
The same information, through the Directorate of the Criminal Police, was sent, on May 30, 1998, to the Police Directorate of Kukës, together with the instructions for taking measures for the arrest of Fatmir Haklaj.
Time would prove that the police had no intention of arresting Fatmir Haklajn. He moved freely around Tropoja targeting opponents, while his enemies increased.
However, this does not prevent Fatmir Haklajn, on September 12, 1998, from organizing and carrying out the promised murder of MP Azem Hajdari.
Despite the timely warning, on September 12, 1998, the Albanian secret service failed. He could not send the police any information about the people, who, organized, had come down from Tropoja and were moving around Tirana with the sole purpose of killing Azem Hajdari. / Pamphlet
