In November 2023, the Ministry of Finance has drawn up a detailed report on the financial bankruptcy of municipalities and the real causes of bankruptcy, calling the budgetary situation in the Municipality of Vora headed by Blerim Sherra a "deepening black hole".
The report was sent to Prime Minister Edi Rama, informing him that the causes of the bankruptcy of this municipality are the administrative waste of funds; making electoral investments without an approved budget; tender corruption and local revenue fraud.
Based on this bankruptcy, on December 29, 2023, the Minister of Finance, Ervin Mete, issued Instruction No. 35, for financial management in these municipalities, while for the Municipality of Vora, a special working group has been appointed, because the bankruptcy is 8 times greater than the budget and income.
The Ministry of Finance has found that the mayor of Vora, Blerim Sherra, has allowed the expenses for 2022 to be 46% above the predetermined unconditional fund given by the state.

As for 2023, the expenses are 59% more, despite the fact that the state has added 18% to the unconditional fund for 2022 and 21% for 2023, but the mayor has used the local income, planned for education, for health, emergencies, housing and social affairs
For 2023, 118 employees were added to the legal structure in the Municipality of Vora; while the administrative expenses were 3.6 million Euros; that is, 31% on the fund provided by the state, or 61% of the total budget of the municipality, changed 3 times by arbitrary order of the mayor Blerim Sherra.
For the year 2023, Mayor Blerim Sherra, due to corruption and favoritism of the businesses that financed his campaign, planned 50% less income than reality and realized 60% of the planned collections, while for 2024, he planned 45% of real income.
This is shown by the fraud with the number of businesses in the area; where the Municipality has declared 682 large businesses and 872 small businesses; when according to the National Business Center, there are 1156 large businesses and 1982 small businesses in the Municipality of Vora.
In its report, the Ministry of Finance has come to the conclusion that the mayor Blerim Sherra and his subordinates cheat with the local income of the Vorë Municipality by making corrupt favors and stealing through bribes.
For example, the income from taxes and annual local fees in the Municipality of Vora, 6.6 million Euros were planned and nearly 4 million Euros were realized, when 10.7 million Euros should have been planned, but the Mayor Blerim Sherra reduced it.
The tax on buildings was planned for 1.3 million Euros, but 431 thousand Euros was realized. The surprise is with the tax on agricultural land, which was planned for 80 thousand Euros and realized 34 thousand Euros, when it should have been 520 thousand Euros per year; while the hotel accommodation tax was planned for 3,300 Euros and 1,760 Euros was realized, when 115,000 Euros should have been planned.
Batërdia was made with the tax on the impact on the infrastructure, for the construction of residential and business buildings and the object tax per m2, which it collected at the rate of 25%, with a loss of nearly 13 million Euros, due to the bribes received by Blerim Sherra and his subordinates.
The municipality of Vorës has planned 580,000 Euros for the environmental cleaning fee, but collected 279,000 Euros, while the private sector pays 1.2 million Euros only for cleaning up many abuses.
These proofs are enough for SPAK to deal with this shopping and adventurer mayor, who is making "grapes and plums" of residents' taxes, and does not collect taxes from the businesses of the patron-Nazis and those who financed the collection of votes.
