Minister Petrit Malaj is the new "alligator" in the government, who is benefiting from funds and wealth with the blessing and signatures of Edi Rama, in exchange for signing financial deals, even entering into bargains with local government leaders, representatives of the Democratic Party.
On the coast of the Qerret-Kavajë area, with Decision No. 16, dated July 23, 2025, of the KKT signed by Edi Rama, a construction permit was granted for a residential, services and hotel complex with 15 floors above ground and 2 floors of underground parking.
Prime Minister Edi Rama granted the permit for this tower, with a total construction and completion value of 21 million euros, on an area prohibited for construction. In fact, 4 months before the Municipality of Kavaja gave approval for the land, it was listed as the property of this municipality.
To hide Prime Minister Edi Rama's abuse, the Democratic mayor of Kavaja, Fisnik Qosja, was brought into the game, who, 4 months after the construction permit was granted, approved the allocation of public land for the development of the area by private individuals.
Mayor Fisnik Qosja has performed his service with this official fraud and forgery, in favor of Prime Minister Edi Rama and the investor and builder of the tower.
The area owned by the Municipality of Kavaja, with no. 117 in cadastral zone 3001 in Qerret i Kavajës, on which the construction permit for the 15-story tower has been granted, is a public road and a water channel that flows into the sea.
Meanwhile, Mayor Fisnik Qosja has deceived and falsified the Municipal Council meeting, presenting it as "barren land", given away for free for development with construction sites and tourist facilities by private individuals.
The investor and builder of the tower in Qerret is the company "2D Construction 2025" sh.pk, formerly "GEA Construction", owned by the Regional Director of Taxes of Tirana, Erilinda Lala, and Marsida Dedej, a lawyer at the Municipality of Kavaja.
Tirana's Chief Tax Officer, Erilinda Lala, was a former advisor to Minister Petrit Malaj at the Ministry of Finance and the National Agency for Natural Resources, while 1 month before receiving the permit to build the tower, Minister Malaj became the director of the cabinet of the General Director of Taxes and now the director of Tirana's Taxes.
The construction is much higher than the basic parameters of the "G2-A42-01" unit, which in Qerret does not allow construction over 6 floors, but Prime Minister Edi Rama and the DP mayor in Kavaja have signed off on the construction of 15-story towers.
There is information and reports from law enforcement agencies that the investor and owner of the 15-story tower in Qerret i Kavajës, with a construction and completion value of 21 million euros, is the Minister of Finance, Petrit Malaj, while he has declared only 25 million lek in total assets.
According to this information, he used as a cover the company "2D Construction 2025" sh.pk, formerly "GEA Construction", owned by his subordinate, Chief Tax Officer Erilinda Lala, and her partner, Marsida Dedej, a lawyer at the Municipality of Kavaja and the wife of one of the persons mentioned in the files of the "Xhihani" group in Kavaja./ Pamphlet
