SPAK has taken over the investigation of unlicensed betting and has opened a file that does not stop at online sites, but goes directly to the way the market was kept alive and who was in charge of the decisions that allowed this activity to continue without stopping.
The file includes at least 58 online sites operating without a license, registered as part of a separate criminal investigation, while the verifications have also been extended to physical entities that have operated as betting points without a license. The list of identified entities includes the betting sites '333', 'CR7', 'B3T', 'Arena', 'Modig', 'Trodo Caffe', 'Fair Play Bast', 'Barcelona' and 'Viena', entities that result in investigative files and verifications of agents in the field.
SPAK is also investigating how the legal gambling market has been kept closed, creating space for unlicensed betting to remain the only functional form. At the center of this verification is Gjergji Taho, the person who was in charge of issuing permits, for whom the file is reviewing that he blocked the issuance of licenses and left the market without a legal way to function on behalf of criminal groups.
The data being analyzed speaks of 20 to 30 million euros per year in revenue from unlicensed betting, amounts that previously went to the state budget and that are now divided between those in power and those who protect the activity.
Millions of euros from unlicensed betting have ended up in towers , resorts, bars, restaurants and hotels, showing that gambling was not simply a game, but a source of money for building the assets that are now openly visible.
Erion Ismaili, the deputy director of the Tirana Police, known as 'Roroja', appears in the wiretaps as the man who kept illegal betting and fraudulent call centers intact. Under his responsibility, betting continued, call centers deceived citizens inside and outside the country, and the Police did not exercise any preventive action, creating a situation where inaction cannot be justified either by lack of information or by inability to intervene.
Even an arrest made in recent days against a very important person, involved in the capital's betting scene and related to a violent incident in Palasa to the detriment of a businessman, is seen as a signal that the investigation is moving from data collection to concrete action.
With the elimination of Ervis Martinaj, the betting market did not close or collapse, but it lost the central figure that kept it focused and entered another phase, where activity was dispersed, moved entirely online, and control was taken over by criminal groups linked to the government, who turned illegal gambling into pocket money, tax-free, and without any kind of public accountability.
Martinaj's disappearance created a void that was immediately filled, showing that the activity did not depend on the existence of one person, but on the interest in the money it produced. In this context, the way the market was reorganized and the speed with which it passed into other hands suggests that the elimination of the old figure paved the way for a new division of bets, more dispersed, more protected and more connected to power than before.
It now remains to be seen how far SPAK will go with this file and whether the investigation will stop at publicly known sites and names, or whether it will also affect those who have made decisions, guaranteed protection and benefited from unlicensed betting money... /Pamphlet
