In his dealings with friends, oligarchs, drug traffickers and mafia groups, Prime Minister Edi Rama has created and is implementing a refined scheme using "go-betweens" - ministers, directors and mayors - who sign deals in his place, to save him from justice.
Even though many of them have ended up in jail or under investigation, the two central directors, Elira Kokona and Arlinda Pogaj, known as the "strippers" of Edi Rama and Blendi Gonxha's bargains, continue to sign off on the theft of public assets and funds, on their orders.

On March 15, 2020, Edi Rama, to mask the theft of assets and funds with his clients, created the Investment Corporation, a copy of the PPP agency and with the same purpose and activity.
Initially, Edi Rama appointed Ermal Frashëri as head of the corporation, whom he later removed and left on the board, replacing him with two co-directors, Lorena Goxhobelli and Gledis Shehu.
But he also moved them, because he needed them in the Cadastre and in the Corporation's financial directorate to certify thefts. Therefore, on October 16, 2023, he replaced them with Elira Kokona.
With the "ustallesha" that Edi Rama used for many dirty jobs, when he had her as Prime Minister and Secretary General at the Ministry of Culture and the Ministry of Justice.
Elira Kokona has signed deals for the construction of towers and hotels around the "Asllan Rusi" Sports Palace and the "Selman Stërmasi" stadium, as well as stadiums in Vlora, Durrës and Korça, under the guise of renovation, donating 750 thousand m² of state land to his friends, Sinan Idrizi, Ilir Trebicka, etc.
He has signed the affair of the phantom "Durana" Technology Park, with an area of 261 thousand m² of land in Xhafzotaj, which exists only on paper, because in fact it is an offshore sinkhole created by Edi Rama for money laundering, hiding assets and tax evasion by companies linked to him.
Elira Kokona has signed the deal for the donation of 200 thousand m² of buildings and land in the former Elbasan Metallurgical Plant, as well as 4,500 m² of land for a hotel within the "Mother Teresa" University Hospital.
He signed the deal for the construction of towers near the Palace of Congresses, donating 10 thousand m² of land to a private person; 60 thousand m² of public land in Farka for the construction of the private "Expo Albania" center; and the donation of 12 thousand m² of state land for towers near the Cadastre building in Tirana.
He signed the donation of the ATSH land for a tower and 400 thousand m² of land on Tirana's New Boulevard for towers, ostensibly as a conversion for the construction of offices for several institutions.
Two days ago, SPAK began an investigation into the non-existent Technology Park in Xhafzotaj, which was signed by director Elira Kokona, but the investigation will be deepened and all thefts of state assets by her will be filtered.

In March 2024, Prime Minister Edi Rama removed the Centralized Purchasing Agency from the Ministry of Interior and transformed it into a joint-stock company for 80% of Albania's tenders, placing it under the "mammoth" Blendi Gonxhe, at the Ministry of Economy, Culture and Innovation.
Blendi Gonxhe appointed his friend, Arlinda Pogaj, as director of this company, who had been director of tenders at the Municipality of Tirana, at the Parks Agency and at the General Directorate of Road Transport, where she signed all the thefts according to the bargains made by Gonxhe, with whom he often enjoyed the "free life" inside and outside Albania.
After being appointed Minister of Tourism, Culture and Sports, Blendi Gonxhe did not take with him the tender "striptist", Arlinda Pogaj; firstly, because their relationship and dirty work had become "soot"; and secondly, because Rama and Gonxhe were interested in having her at the head of the Central Tender Operator.
Today, 80% of tenders for the Prime Minister's Office, ministries, agencies, health, police, army, prisons, education, etc., are formally developed by Arlinda Pogaj, because in fact they are allocated according to lists of company names that are predetermined by Edi Rama and Blendi Gonxhe./ Pamphlet
