The United States Embassy released a video from the conclusion of the FBI-led training program for SPAK and BKH investigators. The event took place at the Security Academy and included remarks by Chargé d'Affaires Nancy VanHorn.
The distributed images show the leaders of the structures that currently bear the weight of the investigation of organized crime and corruption. The head of SPAK, Klodian Braho, the head of BKH, Joni Keta and other representatives directly involved in the investigations appeared in the hall. The Director General of the State Police, Ilir Proda, was completely absent, both physically and in the official material published by the American Embassy.
No institution gave a public explanation for this absence. The exclusion of the Director of the State Police from an activity with American support and focused on the fight against organized crime constitutes a clear institutional and political signal.
Ilir Proda is under investigation by SPAK. The prosecution has seized his phone for leaking investigative secrets and for using the State Police as a means of protection for criminal interests during the period when he headed the Elbasan Police. The investigation deals with the disclosure of actions, the dissemination of operational information and the sabotage of law enforcement actions.
Under his leadership, the State Police has retained in office a leader who has been criminally prosecuted for links to criminal groups and for leaking sensitive data from police systems and partner agencies. Intentional inaction has guaranteed continued access to police secrets and has protected persons under criminal investigation.
According to reliable sources, Ilir Proda's name has been seized from his phone and appears in several files currently in the hands of SPAK prosecutors. In this context, the distancing of the US Embassy from the Director of the State Police is no coincidence. The American representation has chosen to openly stand by SPAK and BKH, bypassing a police leader who has turned the institution into a service mechanism for criminal interests... /Pamphlet
