ECO Tirana of Ndragheta spends another 3.3 million euros, buys an old boiler to get the cleaning monopoly, SPAK ready to handcuffs...
SPAK is folding one by one the main directors of the Municipality of Tirana, but the thefts are not stopping.
In recent weeks, circumstances are being created and papers are being folded to finalize a corrupt affair, before which, that of Tirana's incinerator, will look modest.
The scheme is similar to 5D, but terrifying in financial proportions.
Some directors of Tirana Municipality, in cooperation with the mafia organization 'Ndragheta', through ECO Tirana, are trying to get the monopoly of cleaning Tirana for 30 years.
ECO Tirana, co-owned by the Italian mafia and Tirana Municipality, has no capacity. However, ECO Tirana currently receives millions of euros from the Municipality, for allegedly sorting waste, a service it does not perform.
With this money, he is buying old boilers, in order to get a monopoly on cleaning.
Through this corrupt operation, the appropriation of tens of millions of euros is intended. Since Ndragheta has 49% of the shares in Eco Tirana, the embezzled money can easily leave the country, invest in real estate or end up offshore.
In order to implement this corruption scheme, the City Council has made a decision to give the cleaning monopoly to Eco Tirana.
However, the decision is not being implemented due to SPAK's fear.
No one is signing as they know the ending. Prison is not easy, even more so when it is accompanied by the confiscation of property.
A few days ago, a criminal report was filed in SPAK for this attempted corruption affair.
While SPAK is preparing the handcuffs, something unimaginable happened.
In the register of beneficial owners of Eco Tirana, the surname of the representative of Ndragheta is marked "Stefano nuk e di Casali".
This fact alone, which is a reflection of the horror of handcuffs and transparency, is enough for SPAK to launch a new wave of arrests.
Not only that! But, after deleting the generalities of the beneficial owner, the company "AGSM Holding ALBANIA", which controls 49% of Eco Tirana, filed bankruptcy papers.
An additional 3.3 million euros
ECO Tirana, now the monopoly cleaning company of the capital, continues to devour taxpayers' money. By decision of the Municipal Council, the company of Ndragheta in the Municipality of Tirana will receive an additional budget of 3.3 million euros. Although Erion Veliaj had promised in November, when he transferred the cleaning monopoly to ECO Tirana, that the company owned 51% by the Municipality and 49% by the Italian company "AGSM VERONA" based in Verona, would offer the service throughout the territory without additional budget, it just swallowed another 3.3 million euros from the Albanians' money.
Despite the fact that the financial support for ECO Tirana has never been lacking, the greed of the Italian garbage mafia, which until now has been paid for the differentiation of waste, work that it has never done, is endless.
Unprepared to offer cleaning services to over 1 million residents of the capital, ECO Tirana has started work on the purchase of waste bins and tools.
ECO Tirana has opened the tender for the purchase of used boilers and other necessary tools, also used.
In the Public Procurement Agency for announced tenders and those planned by ECO Tirana, for a short time dozens of procedures have been opened and millions of Lek have been made available, which are donated by decision of the Municipal Council.
The procedure for the purchase of tools for inerts, with a limit fund of 18 million, for the purchase of a platform used for the collection of inerts, with a fund of 12 million lek, for the purchase of a cold water device "in the used Euro 5 vehicle ” worth 12.8 million ALL. Also, a fund of 36 million lek has been made available for the purchase of means of transport of boilers", 30 million lek for used 1700 liter boilers, 32 million lek for new 25 liter boilers and meanwhile half a million euros will be spent on purchase of two-axle compactors.
Reporting to SPAK
Spak has received the report of a law firm in Tirana, which demands criminal prosecution against the administrator of the company "Eco Tirana", Anjeza Çapllani, for the charge of "Violation of inequality in public tenders and auctions" as well as "Cleaning of the products of the work" criminal".
According to the report, this company organizes and manages the cleaning tenders of the city of Tirana, while it also turns out to be involved in this process, where it is specified in the collection and differentiation of urban waste.
For the same accusations, the parent company of this company "AGSM Holding ALBANIA" and the owner of this company, the Italian Andrea Miglioranzi, should be prosecuted. SPAK is also investigating the concession contract granted with a term of 84 years until the year 2100.
