In this August heat, Prime Minister Edi Rama has "refreshed" with 2.4 million euros Fidel Ylli, his friend of gambling, the towers of the scheme for the legalization of cannabis, whom he appointed Chairman of the Albanian Olympic Committee through a clientelistic scenario.
Under the guise of this task, Fidel Ylli concocted a project to allegedly set up multi-sport age teams in several schools in the country, which he is allegedly equipping with uniforms and sports materials paid for through education funds.
On August 14, 2023, Fidel Ylli has announced a tender worth 2.4 million Euros including VAT, divided into two lots, for the purchase of uniforms, bags, towels and sports sneakers, for the needs of the project "School sports teams during the year 2023 in volleyball and basketball".
According to the announcement made by the Albanian Olympic Committee, the tender will be held on September 13, but considering the legal deadline of 30 days after the tender if there are no complaints and the 2-month deadline of the contract, it results that the uniforms of the school teams for 2023 will be purchased in January 2024.
This is enough to understand that this tender is fictitious, as a scheme to extort millions from Fidel Ylli and the private firm that he will give the tender to, taking to schools T-shirts with the logo of the Olympic Committee, enough to get the signatures of the directors as the supply was made and the teams carried out activities.
This tender is false and fraudulent, this is also the fact: Fidel Ylli has also announced it for an international competition, but according to the public procurement law, when the tender is also international, the deadline for submitting offers is 3 months, while Fideli has set the deadline 1 month.
We remember that at the end of 2022, Fidel Ylli made a similar tender for 1 million Euros, for the purchase of school sports uniforms, but it turned out that he had only bought 400 thousand Euros of material, while 600 thousand Euros he had stolen with false documents, as if had distributed them to the schools of 35 main municipalities, accompanying them with an advertisement on Adnand Mamut's "TIBO" network.
After this theft and the complaint of the school principals to the Ministry of Education, Edi Rama ordered the minister Delina Ibrahimaj to add 500 thousand Euros to the Olympic Committee to cover Fidel's theft.
But even with these 500,000 Euros, sports uniforms were not bought, while the school principals were forced to sign by order of Minister Evis Kushi, as they will also sign the purchases with the 2.4 million Euro tender./Pamphlet
