On February 23, 2026, the Court of Appeal recognized as legal owners several residents of Baks-Rrjoll, paving the way for the deregistration of 147 disputed hectares. Despite the decision, works on the Bashkim Ulaj resort continue under the protection of numerous police forces deployed in the area. Residents report clashes and violence during the protests, while local and central authorities have not reacted to stop the operation. The case has raised debate on the implementation of the court decision and the use of law enforcement in a property dispute.
While Bashkim Ulaj has begun work on his resort in Rrjoll, Velipoja, by presenting false land ownership documents, on Monday, February 23, 2026, the Court of Appeal recognized several residents of Baks-Rrjoll as the legal owners of the land.
Following this decision, the Cadastre must deregister 147 hectares of land that Bashkim Ulaj and citizen Fatmir Shpellzaj have obtained with false inheritance documents, in collaboration with the heads of the Property Restitution Commission, Cadastre Prefecture-Shkodra.
But Bashkim Ulaj is not backing down, attempting to continue construction work on the resort, supported by hundreds of police forces, who are threatening, beating, and arresting residents who are defending their lands.
For 1 month, the residents of Rrjoll have been facing police violence, deployed there as guards and assault troops to beat and drive away residents and create conditions for work at the resort.
The Minister of Interior, Albana Koçiu, as the supreme leading authority of the State Police, is not stopping violence against residents.
The Director General of the State Police, Ilir Proda, has for the past month deployed 150 police forces in Rrjoll with "non-stop" service to beat, handcuff and remove residents from their lands.
By order of Prime Minister Edi Rama and implemented by Minister Albana Koçiu and Police Chief Ilir Proda, a "commissariat" with police and special forces has been created and established in Rrjoll, at the service of the Bashkim Ulaj resort.
The concentration of police forces in the Velipoja area and the violence against protesting residents shows that Bashkim Ulaj is the "de facto" Minister of Interior and Director of Police, while Albana Koçiu and Ilir Proda are his servants.
Prime Minister Edi Rama's order to exercise police violence against residents until they leave their lands raises suspicions that he is a shadow partner with oligarch Bashkim Ulaj at the "Blue Borgo" resort in Rjoll, Velipoja.
There is no other motive, the fact that by order of the Prime Minister, false cadastral documents were produced for 147 hectares of land, while a year before these documents were produced, Edi Rama granted Bashkim Ulaj the "Strategic Investor" status for the resort.
It is absurd to even think that the Prime Minister has ordered the deployment of 150 police forces in a village to guarantee the works at the Bamskim resort, removing police officers from anti-crime and public safety services.
But for Edi Rama, Rrjolli is not the only case that shows that his special and shared interests with the oligarchy are more important than the public interests of Albanians./ Pamphlet
