Another piece of evidence has emerged, following the denunciation made by "Pamfleti" on December 12, 2025, of 35 million Euros stolen from "Albpetrol" by former director Endri Puka and transferred and hidden in Cyprus, through Greek-Cypriot citizen Kostantinos Moula, the partner of his wife Ela Puka.
But Kostantinos Moula is Endri Puka's father-in-law, that is, the father of his wife Ela Puka, who has declared her father's name as "Kostandin" on her ID Card, Passport and contract.
Here's how he got his father-in-law into the game
On July 3, 2018, six months after Endri Puka was dismissed, his father-in-law Kostandin Moula created the company "OKSI International"; but he had been involved for 5 years in the tenders of "Albpterol", "Bankers" and the firms that had acquired wells with decisions of his son-in-law as director.
When the investigation into Endri Puka for corruption and theft began, the father-in-law sold 63.75% of the shares to his daughters Ela Puka and Ada Mulla, while 36.25% to his in-laws Albana Hoxhaj and Ermir Avdaj.
But although Endri Puka was removed from office in January 2018, he continues to receive millions of Euros from "Albpetrol", through the company "OKSI International" of his father-in-law, wife and sister-in-law.
One of the tenders of "Albpetrol" is the one dated April 11, 2025, with the object: "Supply and installation of pumps at the Gorisht-Vlora oilfield and well preparation works", with a contract value of 2 billion lek, awarded with 99.5% of the limit fund and without competition.
This tender, the current director of "Albpetrol", Eltar Deda, currently under investigation by SPAK, awarded to Endri Puka's "OKSI International" company, Idajet Ismail's "VIBTIS" company, which has a tower at the "Arena Kombëtare" stadium, and Bardhi Meli's "SuperStar-WB" company, former Deputy Director of the Natural Resources Agency and 4-time LSI candidate for MP in Fier.
Construction and sale of resort in Vlora; built with millions stolen from "Albpetrol"
Greek citizen Kostantinos Moula alias Kostandin Moula, Endri Puka's father-in-law, played the main role in hiding and laundering millions of Euros that Endri Puka stole from tenders and benefited from deals with "Bankers" and other oil well companies when he was director of "Albeptrol".
On July 9, 2018, six months after Endri Puka was dismissed from office, his Greek father-in-law created another company "AT Oricum" with a capital of 100 thousand lek; and built the "Azar Luxury Hotel" resort in Uji i Ftohtë-Vlora, with an undisclosed investment value of approximately 25 million Euros.
After the completion of construction and the start of the resort's activities, anti-mafia agencies informed the justice authorities that the construction of the resort in the name of Greek citizen Kostandin Moula was being financed by Endri Puka, with the millions he had stolen when he was director of "Albpetrol".
This was proven: On August 28, 2025, Kostandin Moula sold the 25 million Euro resort for 1,000 Euros to his daughter Ela Puka, wife of Endri Puka and their family member Eraldo Mentor Sheko.

Po ashtu, tenderat per shtrimin e rrugeve ne puset e naftes ne vendburime, ku hidhej vetem 2-3 saurela rere bituminoze nga ajo e rerave bituminoze ne Visoke dhe asgje tjeter. Vjedhja neper magazinat e nd/jeve dhe albpetrolit e paisjeve dhe materialeve qe perdoreshin per puset apo vulfet, motorrat e puseve, etj., dhe shiteshin prape ne albpetrol apo ne keto nd/je. Per te gjitha, keto para keta i ndanin me drejoret apo stafin ne albpetrol apo nd/je. Keto skema te peshtira korrupsioni dhe vjedhje, jane aplikuar nga vete drejtuesit e albpetrolit, te nd/jeve apo stafet e tyre. Me vone filluan koncesionet ne vb e naftes me oligarket e politikes dhe qeverive dhe pas tyre jane fshehur si "aksionere" politikane, qeveritar dhe specialiste apo drejtor te institucioneve shteterore nga k/ministrat, ministria perkates, AKBN, Albpetroli duke futur edhe k/bashkiaket ne zonat e naftes, doganier, prokurore dhe gjyqtare te rrethit fier, etj. Kjo filloi me Sali Berishen ne 94' dhe vazhdoj me Nanon ne 2004 ne vendburimin Patos Marines, vazhdoj prape me Berishen ne 2007-2088 duke e perhapur ne te gjithe vendburimet e tjere te naftes dhe gazit qe i dhane me koncesion tek oligarket e tyre dhe vazhdoj rreth viteve 2015-2016 me qeverine Rama qe i nderroi te gjithe koncesionaret dhe i dha prape me koncesion tek oligarket e tij bashke me ministrat Gjiknuri, Balluku, etj., qe kane perdorur po te njejatat kontrata te deshtuar. Akoma po tentohet qe vendburimi kryesor, Patos-Marines qe vjedhin kinezet e Bankers Petroleum bashke me politiken - qeveritare, ti hiqet kesaj kompanie dhe ti jepet nje oligargu tjeter sic duket andej nga lindja e mesme, ku po shkon shpesh k/ministri kohet e fundit. Ky e bene kete nderrim te oligarkeve koncesionar cdo 10 vjet me qellim qe te harrohet historia e vjedhjes dhe korrupsionit dhe vendburimet shiten si me i pasur pasuri te tyre oligarket dhe parat ndahen midis tyre (organizates politike-qeverisese me koncesionaret oligarke duke perfshire dhe aksioneret e fshehur pas tyre). Te gjithe drejtoret e zgjedhur ne kompanine Albpetrol, qe nga i ndjeri Bahri Shanaj deri tek ky i sotmi, Eltar Deda, jane produkt i Bashkise Fier ne bashkepunim me k/ministrin Berisha-Rama dhe ministrat perkates. Aty behet vjedhje e hapur e pasurive kombetare ne bashkepunim me oligarket koncesionar dhe ky institucion eshte Banka elektorale dhe e zgjedhjeve lokale qe financon ato dhe bene punsime militantesh fiktiv per te vjedhur dhe blere votat. Modeli i ketij mikut te Koco Kokedhimes, Endri Puka, eshte zbatuar gjate gjithe kohes ne Albpetrol dhe keta kane luajtur nje rol kryesor ne korrupsionin ne nafte me koncesionaret oligarke, ne bashkepunim me qeverite dhe ministrite ne cdo kohe.
Te han mut tgjithe prokuroret e shqiperise, qe lejojne nje miush si ky te behet miljardejer, dhe per veten nuk bejn as greva per ngritje rroge, por kenaqen me ca therrima, e duke shqyer ndonje hallexhi!
