On November 12, the Director General of the State Police, Ilir Proda, announced the opening of the competition for the positions of Police Directors in three regions: Shkodër, Gjirokastër and Korçë. Five candidates applied in this process, among them Ulian Shpataraku, nominated for Director of the Korçë District Police. From that moment, sources within the Police signaled that the competition was formal and that Shpataraku's name was predetermined for Korçë.
On December 4, 2025, "Pamfleti" publicly denounced the scenario constructed by Ilir Proda to appoint his friend Ulian Shpataraku as head of the Korça Police, a border district, strategic and high-risk for drug trafficking, smuggling and cross-border crime.
The denunciation warned that Proda's goal was to arm the police leadership structures with trusted people from his clan, transforming the district directorates into operational branches of a mafia network.
The events that followed fully confirmed this denunciation. Ilir Proda included Ulian Shpataraku in the race, accompanied by an "excellent" CV, where he presented himself as a champion of the fight against crime in Elbasan, while the facts speak to the contrary: Shpataraku has been and remains a figure linked to criminal gangs, a "soldier" of theirs within the State Police.
After the publication of the denunciation by "Pamphlet", the issue took on international proportions.
According to reliable sources, EUROPOL has sent a clear ultimatum to the Director General of Police, Ilir Proda, asking him not to appoint Ulian Shpataraku as Police Director in Korça, due to his criminal record and the serious risk that such an appointment would pose to national security. Faced with this pressure, Proda was forced to withdraw. He ordered the evaluation commission to disqualify Shpataraku, giving him fewer points than the other candidates, three of whom are expected to be appointed Police Directors in Shkodër, Gjirokastër and Korça.
But the history of Proda's efforts to appoint Shpataraku to Korça is much longer. This character had been earmarked for this position since the moment Ilir Proda was appointed Director General of Police.
On October 3, 2024, Proda promoted Shpataraku to command as Police Director in Elbasan, while in May 2025 he gave him the rank of "Director", in flagrant violation of the law on the criteria of ability, seniority, career and cleanliness of the image.
On July 13, 2025, Ilir Proda officially appointed Ulian Shpataraku as Director of the Korça Police, replacing Erion Ahmeti, but the decision was annulled within the day, without any public explanation. Then, on November 1, 2025, taking advantage of a hostage situation in Devoll, Proda dismissed the Director of Korça, Erion Ahmeti, to create a vacancy and pave the way for the appointment of his friend. This scheme also failed, thanks to the denunciation of "Pamphlet" and the reaction of EUROPOL.
Ulian Shpataraku's criminal record is serious and documented. He was suspended from duty on January 31, 2023, when he held the position of Chief of Anti-Trafficking in the Elbasan Police Directorate, precisely at the time when Ilir Proda was the Director of the District Police. The cause was the event of September 14, 2022, when Shpataraku captured in Elbasan a highly wanted person for drug trafficking, E. Filja, but hid the arrest and released him. For this case, the Police Supervision Agency and the Prosecutor's Office suspended him and criminally investigated him, a decision that was upheld by the Elbasan Court and then by the High Court. Despite this, Ilir Proda reinstated Shpataraku to the General Police Directorate, protecting him politically and institutionally.
The statement by the head of SPAK, Altin Dumani, made on Friday at the University of Durrës, that there are leaders in the police ranks who are connected to criminal groups and in their service, places this issue in an even more alarming context. The facts show that one of the main links in this chain is the General Director of Police himself, Ilir Proda, together with his friend Ulian Shpataraku and other similar figures who continue to circulate in the dome of the State Police./ Pamphlet
