Flamur Golemi in SPAK/ 1.6 million euros for the baxhanak: how the Gjirokastër Municipality tender scheme was built
The Mayor of Gjirokastra Municipality, Flamur Golemi, was questioned in recent days by the Special Prosecution Office against Corruption and Organized Crime, where he spent about three hours giving explanations. Officially, he appeared before the prosecution in the capacity of a "person in knowledge", however, sources close to the investigation indicate that the matter being investigated is not about any procedural formality, but about a genuine corruption scheme centered on the company of his boss, Adrian Çela.
According to data provided by Pamfleti, the object of SPAK's investigation is the company "ANEL & CO" shpk , which for years has been found to have secured public contracts worth millions of euros in the Gjirokastra District, always under the umbrella of the local government led by Mayor Flamur Golemi and always in favor of his son-in-law, Adrian Çela, who today turns out to be the sole owner of this company.
On January 3, 2018, an individual named Aleksandër Rogo founded the company “ANEL & CO” shpk, providing it with an initial capital of 1.8 million old lek, an amount equivalent to about 18 thousand euros at the time. However, the founder Aleksandër Rogo did not stay long at the head of the company he had just established, as on February 21 of the same year, just 49 days after its establishment, he decided to appoint Arben Çela as administrator, leaving him with all the powers of managing the company, while the ownership still officially remained in his name.
Arben Çela's name was not at all a coincidence in this story. Arben Çela is the brother of Adrian Çela, and Adrian Çela, as all of Gjirokastra knows very well, is the son-in-law of Mayor Flamur Golemi. This means that as of February 2018, a full year and a half before Flamur Golemi officially took power in the Municipality of Gjirokastra, the company that would benefit from millions of euros from public tenders was already being managed operationally by the brother of the future mayor's son-in-law.
Year 2019: Flamur Golemi takes power and “ANEL & CO” shpk starts the tender process

Vetëm gjashtë muaj më vonë, më 18 shkurt të vitit 2020, kompania “ANEL & CO” fitoi tenderin e saj të parë të rëndësishëm, atë të furnizimit me karburant për Bashkinë Dropull, me një vlerë që arrinte shifrën e 4.8 milionë lekëve, ose rreth 48 mijë euro.

Në muajin prill të vitit 2021, KLSH publikoi një raport auditimi për Bashkinë Këlcyrë, ku konstatonte se kompania “ANEL & CO” ushtronte aktivitetin e tregtimit të karburantit në territorin e kësaj bashkie pa disponuar licencën e nevojshme për këtë qëllim, duke i shkaktuar buxhetit të bashkisë një detyrim të prapambetur prej 1.1 milionë lekësh, ose rreth 11 mijë euro. Megjithatë, ky konstatim i institucionit më të lartë të auditimit në vend nuk ndikoi aspak në ecurinë e mëtejshme të kompanisë, e cila vijoi të merrte kontrata nga bashkitë e qarkut pa asnjë pengesë.
Periudha 2021-2023: Vitet e arit për kompaninë e baxhanakut
Gjatë periudhës trevjeçare 2021-2023, të dhënat financiare të kompanisë tregojnë se “ANEL & CO” arriti të realizojë një xhiro vjetore mesatare që i kalonte 570 milionë lekët, duke grumbulluar në total mbi 1.7 miliardë lekë. Pjesa dërrmuese e këtyre të ardhurave vinte nga kontratat publike të siguruara në Qarkun e Gjirokastrës, pikërisht aty ku ndikimi i kryebashkiakut Flamur Golemi ishte vendimtar.
Më 19 shtator të vitit 2024, themeluesi Aleksandër Rogo vendosi të rrisë kapitalin e kompanisë nga 1.8 milionë lekë në 7.8 milionë lekë, shumë kjo e barabartë me rreth 78 mijë euro, duke përdorur për këtë qëllim fitimet e pashpërndara të vitit 2020. Vetëm tre javë më vonë, më 10 tetor të vitit 2024, Rogo ia shiti të gjitha kuotat e pronësisë Adrian Çelës, për një çmim prej 6.8 milionë lekësh, ose rreth 68 mijë euro. Në këtë moment, Adriani, baxhanaku i kryebashkiakut Flamur Golemi, u bë pronari i vetëm i kompanisë “ANEL & CO”, duke marrë zyrtarisht në dorë gjithçka.
Viti 2025: Monopoli i plotë dhe skualifikimi i konkurrentëve
Në muajin maj të vitit 2025, kompania “ANEL & CO” fitoi tenderin e Bashkisë Dropull për furnizim me karburant, me një vlerë prej 8.4 milionë lekësh, ose rreth 84 mijë euro, duke qenë në këtë procedurë ofertuesi i vetëm. Në të njëjtën periudhë, kompania siguroi edhe tenderin e Bashkisë Libohovë, me vlerë 2.7 milionë lekë, ose rreth 27 mijë euro, përsëri si i vetmi operator ekonomik i paraqitur në garë.
But the climax of this story occurred in August 2025, when the Municipality of Gjirokastra, led by Flamur Golemi, opened the tender procedure for the supply of fuel. Two bidders were presented in this tender: the company “ANEL & CO” of the farmer Adrian Çela and the company “FLADY PETROLEUM”. The farmer’s company’s offer was 16.9 million lek, an amount equivalent to about 169 thousand euros, while the competitor’s offer was 17.4 million lek, or about 174 thousand euros.
The company “FLADY PETROLEUM” was disqualified from the tender procedure. The official reason for the disqualification was the lack of a trademark certificate issued by the Ministry of Finance and Economy, a document that in any normal case can be completed within a few days. However, in the procurement procedures of the Municipality of Gjirokastra, such formalities became an insurmountable obstacle to eliminate competition from the mayor’s son-in-law’s company. In the end, “ANEL & CO” was declared the winner.
Final balance: 1.6 million euros for the baxhanak
According to calculations made by Pamfleti, based on official public procurement data, the total number of contracts won by the company "ANEL & CO" in the Gjirokastra Region, since the moment Flamur Golem came to power in August 2019 until today, reaches 126.4 million lek, an amount equivalent to about 1.6 million euros. Of this total value, about 730 thousand euros were secured from 14 contracts where the company was the sole operator, while about another 870 thousand euros were secured from 3 major contracts in collaboration with the "GEGA" group.
After leaving the premises of the Special Prosecution Office, Mayor Flamur Golemi declared to the media that he had been summoned to provide explanations in the capacity of a “person in knowledge” about a matter related to an institution of the Municipality of Gjirokastra. However, the same question has been circulating in the city for a long time: could the mayor simply be “in knowledge” of the fact that his father-in-law’s company has benefited from 1.6 million euros from tenders of the district municipalities, or is there something more that connects him to this scheme?
