By the end of February 2026, the Agricultural and Rural Development Agency had filed 72 lawsuits with the Administrative Court to force illegal beneficiaries to return the funds of the “IPARD II” program. The lawsuits officially acknowledge that millions of euros were provided with forged documents and in violation of the law. While the government is demanding the return of the money from the beneficiaries, the OLAF criminal complaint against former director Frida Krifca, accused of embezzling 138 million euros of European funds, has remained in the preliminary investigation phase at SPAK for three years. The situation has opened a debate on criminal liability in the scheme of abuse of EU funds and on the standard of justice in dealing with this scandal.

By the end of February 2026, the Agricultural Rural Development Agency had filed 72 lawsuits with the Administrative Court, with the aim of forcing private entities to return the millions they have unjustly received from the "IPARD II" agricultural funds that the EU gave to Albania.

With these lawsuits, the government officially admits that it has given agricultural funds, in violation of the law and with false documents, to individuals, businesses, traffickers, directors, and family members of government officials who have no connection to agricultural or livestock activities.

While the government, under pressure from the EU, is seeking the return of millions of euros in data collected in violation of the law, Edi Rama continues to defend former director Frida Krifca, preventing the Ministry of Agriculture, the Ministry of Finance, and the Agricultural and Rural Development Agency from filing criminal charges.

So, the government is admitting to the abuses of funds and is demanding millions from those who have unfairly benefited, but it is not allowing Frida Krifca, who gave 138 million euros with false documents for unfinished investments in agriculture and livestock, to be affected.

In fact, after the scandal broke out and the European Commission's reaction by blocking funds from the "IPARD III" program, Edi Rama appointed Frida Krifca as Minister of Agriculture and has now made her his advisor in the Prime Minister's Office.

The criminal complaint against Frida Krifca was filed three years ago at SPAK by the EU Anti-Corruption and Anti-Fraud Office, OLAF, accompanied by concrete evidence of abuses with "IPARD II" funds that were sent to farmers.

But in the same line as Prime Minister Edi Rama regarding Frida Krifca's immunity, the leaders of SPAK have also been blocking the criminal report filed by the EU Anti-Corruption and Anti-Fraud Office for three years.

Whenever the former head of SPAK, Altin Dumani, has been asked about the progress of the OLAF report against Frida Krifca, he has stated that the investigation is in the preliminary phase, while the evidence is complete and clear, with the names of the responsible officials who provided the funds and those who benefited from them.

With the intervention of the leaders of the European Commission, the new head of SPAK, Klodian Braho, who is also the prosecutor of the file, has set the investigation in motion by questioning Reni Ashiku, Frida Krifca's trusted collaborator in the abuses of agricultural funds.

But there is still no sign of the questioning of former director Frida Krifca, the main person responsible, who according to the evidence and the Criminal Procedure Code should have been taken into custody.

The scenario of inviolability cannot continue under the guise of civil proceedings in the Administrative Court, because they are not related to financial crime, but only to the return of millions taken unjustly, allegedly as farmers and with false documents.

Meanwhile, the investigation by SPAK is related to the criminal liability of Frida Krifca and her associates in the scheme of abuse of EU funds, the traces of which, according to claims, also lead to resorts on the coast and to the 35-story "Top Seven Tower" that Frida is building in Lapraka./ Pamphlet
