Babloku donates millions of Euros to his friends with fictitious services for anti-corruption and anti-crime advice, when the government has the Anti-corruption Director, the Anti-corruption Minister, the Prevention-Money Laundering Director, the Anti-Corruption Task Force, the Police , Anti-Financial Crime, Tender Investigation Commission, auditors and anti-corruption coordinators in institutions...
On May 25, 2024, with Decision No. 327 of the government, Prime Minister Edi Rama authorized the Ministry of Justice and the Anti-corruption Ministry to negotiate with the firm "Boston Consulting Group" for consulting the government, regarding the fight against corruption.
It was said that this German firm registered in Boston-USA with German owner and director Christoph Schweizer, after discovering the causes and centers of corruption in Albania, will design the platform to fight it with these three theoretical services:
1. Identification of corruption mechanisms, based on the review of the ministerial structure.
2. Recommendations for the prevention of corruption, with a new accountability model of officials.
3. Analysis of the use of artificial intelligence in tenders and public services.
Starting from the 5-year period with a 10-year renewal term of the consultancy, this is another clientelistic PPP, which Babloku has concocted without an auction, appointing the company "Boston Consulting Group" in advance, supposedly to help the government in the war against corruption that Babloku is doing with subordinates.
The financial implementation of this PPP started on October 2, 2024, with Decision No. 615 of the government that entered into force within that date; which orders the Ministry of Finance to add 360 million to the Ministry of Justice in the 2024 budget.
From this additional fund, which is called the first installment of the first phase of the anti-corruption consultancy for the year 2024, the value of 300 million ALL will be paid immediately to the company "Boston Consulting Group", for the consultancy of incentives and mechanisms to fight corruption .
Meanwhile, 60 million ALL will be the payment of the first installment to the English company "G37 Chambers", as part of the fee for the consultancy that will be given to the Ministry of Justice in the fight against crime.
The scandal is the fact that the payment of 60 million ALL given to the English firm "G37 Chambers" and a total value of 1.3 million Euros for the next 3 years, was not in the government's decision of May 25, 2024, but was added to the decision of 2 October 2024.
