Jonaid Myzyri, who headed the Public Procurement Commission for 5 years, has been indicted by SPAK for the criminal offense of "Violation of equality of participants in public tenders or auctions", committed in collaboration.
Even on June 30, at the request of SPAK, the Special Court of First Instance suspended Myzyri from his position as head of the KPP.
Before being transferred to defendant status, Jonaid Myzyri appeared several times at SPAK, but after each appearance, he 'shut up' his mouth, avoiding communications with the media.
Meanwhile, a wiretap of Lindita Skeja, an employee of the Public Procurement Commission, implicates the head of this institution, Jonaid Myzyri, in the affair of the 2.3 million euro tender for the maintenance of the 58.7 km road, "Rrëshen (Fanit Bridge) - Shpal, Shpal - Repsit Bridge".
The investigation began after suspicions that Myzyri had dictated the actions of other members of the Public Procurement Commission in cases of reviewing complaints against procurement procedures.
In the investigative file, the Special Prosecution Office emphasizes that "the results of the wiretapping raise reasonable doubts that in the decision-making of the Public Prosecutor's Office for the review of the complaint with the subject: "Routine maintenance with performance of the Rrëshen (Fanit Bridge) - Shpal, Shpal-Q.Bene - Hadroj, Shpal - Repsit Bridge", with a limit fund of 219,866,693 lekë excluding VAT, as well as in other decision-making, there are elements of illegal actions that may have influenced these decisions."
In the request to the GJKKO for the measure against Myzyri, SPAK prosecutor Elvin Gogaj argued that "the security measure should be imposed because there is a risk of tampering with evidence, of fleeing, and of committing criminal offenses by the person under investigation, Jonaid Myzyri." "There are reasonable doubts that he may jeopardize the collection of evidence or its authenticity, by interfering with persons who are aware of the commission of the criminal offense and who have not been questioned until now, although the actions are being carried out dynamically by the Special Prosecution Office."
Referring to the investigative file, it seems that one of the episodes that convinced SPAK prosecutors to file charges against Myzyri is precisely the wiretapped telephone conversation of KPK employee Lindita Skeja, which implicates the head in abusive tender procedures. According to SPAK, part of these communications are related to the accusation for which the person under investigation, Jonaid Myzyri, head of the Public Procurement Commission, suspended from duty and subject to a mandatory appearance measure by the GJKKO, is suspected.
News24 journalist Klodiana Lala, referring to the investigative file, reveals that Skeja complains to her interlocutor during the phone conversation that she had signed as Myzyri had asked her to, while now she had to appear for questioning. At one point in the conversation she also says that "employees sign the papers, while others get the money."
"I served them like a dog. I served them with my eyes closed... and I want a point. I want it like this...we sign, all like sheep. We see where they call us. Line. We sign and they pay us," says KPK employee Lindita Skeja during a telephone conversation.

Speaker B : I don't know, but I told my sister, Dashi, don't go...
SPAK is also investigating the tender procedures during the years 2020-2023 as there are strong suspicions that they were conducted without competition, as in many cases only one company participated, and in other cases, companies were unfairly disqualified.
