Just as he squandered the funds of the Port of Durres in the years 2019–2024, Pirro Vengu continues to use public funds for personal interests even as Minister of Defense. An internal audit report, submitted to the Ministry of Finance, reveals that 2 million euros out of 7 million euros intended for fire emergencies in 2025, were used to purchase furniture, office equipment and luxury trips abroad.
These funds have been allocated to the National Civil Protection Agency as an emergency budget for dealing with fire situations – for the protection of citizens' lives, public property, forests and the environment. Their use for purposes not related to the emergency constitutes a serious financial violation and a criminal offense.
Scandal with emergency funds
According to sources provided by "Pamfleti", Pirro Vengu has ordered the diversion of funds without the knowledge and approval of the Ministry of Finance. Despite the dramatic situation with the fires throughout the country, Vengu is requesting an additional 3 million euros, claiming that the fires are more numerous and more difficult to cope with. Meanwhile, he has used the first 2 million for luxury and not for extinguishing fires.
Arrogant approach and political "protection"
This arbitrary and scandalous action is not the first in Pirro Vengu's career. Even while managing the Port of Durres, he was involved in a series of affairs with EU funds, fictitious tenders and dubious contracts. Today, he behaves as if he were untouchable, due to the open support of Edi Rama, who has constantly promoted him.
Vengu's mindset is clear: acting like an "omnipotent" and wasting public funds for personal interests, with the belief that he will be politically protected, as has happened before.
Albania is burning, institutions are naked
. On the ground, the State Fire Service personnel and the municipal structure are left to their own devices. The lack of funds, equipment and human resources has reduced to a minimum the capacity to cope with emergencies, making the situation alarming. The government has disbursed only 40-50% of the funds planned for the years 2023–2026 for the fire service.
Instead of funding vital priorities, Pirro Vengu intervenes in emergency funds as if they were his personal budget, leaving the country to burn and citizens without protection.
Will they end up in NATO's hands?
It would not be surprising if in the near future evidence emerges that NATO funds have also been misused by Vengu, just as happened with EU funds in the Port of Durres. Luxury bills could replace any serious project that international partners envisioned for the country's security./ Pamphlet
