Mirela Kumbaro began her term as Minister of Education with a typical move to avoid direct confrontation with justice in cases of abuse. On September 25, 2025, she issued Order No. 490, transferring her powers as Minister to the Ministry's Secretary General, Erzen Tola.
According to this order, Tola takes over not only the administration of the administration's funds, but also the powers of appointing and dismissing employees, as well as decision-making on the ministry's judicial positions, lawsuits, counterclaims or withdrawal of cases. These are powers that legally belong only to the minister.
In practice, Kumbaro has forced the secretary general to plan and approve funds for tenders, order their development, negotiate without competition, change specifications and limit funds, make contract additions, cancel tenders and even intervene in bid committees. He will sign agreements on behalf of the ministry, set up working groups for draft legal acts and exercise any other powers that belong to the minister.
The order stipulates that this delegation will be valid as long as Erzen Tola remains in office, or until Kumbaro decides to cancel it.
In this way, the Godfather keeps the bargains and the benefits, while the secretary signs off and remains legally responsible for any corruption or abuse of office. This is a self-defense mechanism, designed to save the minister from direct responsibility for abuses.
Kumbaro has no reason to fear "Diella", the digital procurement minister invented by Rama, as through this delegation she continues to control tenders and theft, while legally all responsibility falls on the subordinate.
